Office of Investigative & Legal Services

Fulltime permanent position working out of the Health Services Quality Assurance Division

As the Deputy Director and a member of the OILS Leadership Team, you will provide leadership and direction for all operational activities performed by Office and act on behalf of the Director in their absence. You will also partner with division leadership in areas of quality improvement, employee engagement, equity and inclusion, and project management to lead efforts within OILS. You will lead the implementation of agency and division directives, initiatives, and policies within the office. 

 

You will identify unmet business needs, troubleshoot problems and evaluate operational deficiencies and difficulties, develop, direct, and implement strategies and plans for use of resources, define office needs and priorities, and conduct long range planning.   

 

This position is accountable for leading, managing and coordinating administrative and operational functions of the Office, including personnel, training, budget, policy development, process improvement, and operational planning and support. You are accountable for ensuring operational performance metrics are achieved and reported to office and division leadership. 

 

The Deputy Director has significant authority and responsibility to make decisions for the program areas under their direct control and make recommendations for the office as a whole, including rule development, relationship management, problem resolution, budget development, policy development and implementation.

Location and Flexibility 

 

Enjoy the flexibility of our hybrid work environment, where you can balance working from home and collaborating in the office. It is anticipated that you’ll be expected at the DOH facility located in Tumwater for work activities 1-2-days weekly.

The DESIRED Candidate Profile

Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile. 

 

Six (6) or more years of progressively responsible professional experience in public health, health care administration, public administration, criminal justice, law enforcement, or a health-related field that includes supervision of professionals in these fields, including 4 years in leadership roles.

AND the following Skills, Knowledge, Abilities and Competencies

Three (3) or more years of experience working collaboratively with teams to clarify roles and responsibilities. 

Demonstrated experience in performance management, budget, personnel management and/or IT.

Demonstrated ability to effectively communicate to a diverse audience in a variety of styles and methods. 

Demonstrated experience in staff supervision, coaching and mentoring Demonstrated project management experience.

Experience in public sector budgeting and strategic plan development, program assessment, and performance measurement.

 

 

Our ideal candidate may also bring these preferred competencies and skills:

Bachelor’s degree in public health, public administration, business administration, criminal justice, legal studies, organizational development, or a health-related or a closely related field

Three years of progressive experience leading and managing in a public health, health care administration, public administration, criminal justice, law enforcement, or a health-related environment.

Five years progressively responsible experience in staff supervision, coaching, and mentoring.

Familiarity with Washington statutes governing the Department of Health and the Health Systems Quality Assurance division, including 18.130 RCW (Uniform Disciplinary Act)

Two years of demonstrated project management experience.

Experience in public sector budgeting and strategic plan development, program assessment, and performance measurement.

The Health Systems Quality Assurance (HSQA) Division is responsible for oversight of Washington State’s health care delivery system which includes licensing and regulating over 400,000 health care professionals and 11,000 facilities and agencies.  HSQA also works closely with communities and local health partners to build strong health systems and prevention programs across the state to help ensure communities have access to good health care and emergency medical services.

 

The Office of Investigative and Legal Services (OILS) supports the agency’s mission to protect public health and safety by ensuring timely assessment, investigation, and enforcement action on complaints and providing legal services for the division.  This includes collecting information, evaluating and investigating complaints, and taking enforcement action against health care providers and facilities who provide substandard care or commit unprofessional conduct, monitoring compliance by providers with conditions or restrictions against their licenses, and assisting with rulemaking, legislative activities, and policy issues.
