DutiesThe Assistant Education Officer responsibilities include, but are not limited to:
- Co-manages broad, multi-faceted education benefits programs through subordinate supervisors and staff (GS-6 to GS-13)
- Make decisions regarding eligibility for education programs administered by the Buffalo Education Division
- Provides technical guidance and ensures proper notification of decisions, including appeal rights
- Interprets and apply laws, regulations, and instructions; reconciles divergent opinions
- Reviews of complex cases (example: fraud and conflict of laws)
- Oversees appeals, evidence development, hearings, and case certifications to the Board of Veterans Appeals
- Ensures timely, accurate delivery of benefits and high customer satisfaction
- Analyzes, interprets, and prepares reports for division operations evaluation
- Ensures compliance with VBA program integrity directives and internal control processes
- Evaluates program effectiveness and develops solutions to organizational problems

- $131,525 - $170,987/year

TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement.
- For a GS-14 position you must have served 52 weeks at the GS-13 level.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to the GS-13 level or higher.
To qualify for the GS-14 Assistant Education Officer position, applicants must have one year of specialized experience equivalent to at least the GS-13 level in the Federal service.
Specialized experience includes managing or assisting in the management of complex benefits programs; interpreting and applying Federal laws, VA regulations, and established policies related to claims processing and eligibility determinations; providing technical guidance on complex or sensitive claims such as appeals, hearings, or cases involving conflicting laws or significant monetary impact; performing supervisory duties such as setting performance standards, evaluating employee performance, resolving grievances, identifying training needs, and taking corrective or disciplinary actions; analyzing operational data to evaluate program effectiveness and implement improvements in accuracy, timeliness, and customer service; coordinating program activities with internal and external stakeholders, including representing leadership in meetings or consultations; and ensuring compliance with program integrity requirements, internal controls, reporting obligations, and workload management standards within a claims processing or similar regulatory environment.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis. Physical Requirements: The position is primarily in an office setting. This work normally involves mental rather than physical exertion. Some travel may be necessary on occasion for training, meetings, or customer interactions.
