The Judicial Council of California is accepting applications for the position of a Fiscal Services Specialist in the Accounts Payable unit for the Branch Accounting and Procurement (BAP) office.
The Accounts Payable unit’s primary responsibility is the daily monitoring, processing, and remittance of all invoice payments made through the Phoenix system. This position supports the 58 trial courts of California with payment processing, check stale dating, and payment reissuing for court vendors and employees, including juror files, garnishments, Comprehensive Payment Solutions (CPS), and Automated Clearing House (ACH) transactions. Additional duties include processing stop payments, voids, and returned check requests. The Fiscal Services Specialist will assist the Fiscal Services Coordinator with backup withholding payments, system testing and validation, and completing fiscal and calendar year-end activities.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person on Wednesdays at the Judicial Council’s Sacramento office and reside in the areas surrounding this location. Beginning January 2025, employees will work in the office at least two days per week.
• Execute and process check runs for vendor, employee vendor, trust, juror, and Public Sector Collection and Disbursement payment types.
• Execute and process Automated Clearing House (ACH) runs for vendor, employee vendor, trust, and inter-bank transfer payment types.
• Generate and review payment proposal for ACH credit transactions and confirm ACH Acknowledgement of File Receipt email is received.
• Complete payment research, reissue, and stale date.
• Assist the Fiscal Services Coordinator with monthly and quarterly backup withholdings, annual system testing, and fiscal and calendar year-end activities.
• Execute and process Comprehensive Payment Solutions for ePayables.
• Research and resolve payment run exceptions and ACH rejections.
Other Duties and Responsibilities:
• Attend unit staff meetings; and
• Complete JCC educational requirements bi-annually.

Two (2) years of experience performing accounting operations work such as processing invoices and claims, document review and other related work.
OR
Associate’s degree, preferably in accounting or business-related field. Additional directly related experience and/or education may be substituted on a year-for-year basis.
Desirable Qualifications:
• Basic accounts payable knowledge;
• Analytical skills reviewing data in an integrated payroll and financial system;
• Ability to research, problem solve, analyze, interpret, and apply policies;
• Ability to interact professionally at all levels with internal and external customers;
• Effective written and verbal communication skills; and
• Basic skills using Microsoft Office Suite, specifically, Word, Excel, PowerPoint, Teams, and SharePoint.
