Job Description

This position falls under Region Legal Service Office (RLSO) Northwest, located at Naval Base - Kitsap, Bangor, Washington. The Legal Assistance program promotes readiness of active duty and reserve members of the Naval service and enhances moral and the quality of life for military personnel, family members, and other eligible clients, through provision of in-office as well as virtual attorney advice, aid, and referral services, and vigorous preventative law activities.

Qualifications The selectee is required to meet one or more of these employment conditions before the appointee will receive a tentative offer of employment. A tentative offer of employment will be rescinded if the selectee fails to report to any of the scheduled appointments, fails, the medical/agility/drug tests, lacks the certifications requirements, or is unable to obtain a Secret Security Clearance. Incumbents of drug testing designation positions will be subject to random testing. Drug test results will be provided to the employing activity/command. DUTIES / RESPONSIBILITIES: Provide consultation, advice, assistance and limited scope representation to active-duty members of the U.S. Armed Forces and their dependents; retired members of the U.S. Armed Forces and their dependents; and others entitled by statute or regulation to military legal assistance. Help ensure that all legal assistance services provided by the RLSO staff by themselves and other attorneys and non-attorney staff, such as legal advice and documents, are accurate, timely, responsive, comprehensive, and comply with legal requirements, office standards, and where implicated, Navy regulations. When directed, serve as a supervisory attorney over Judge Advocates, legalmen, and civilian paralegal staff who work in the Legal Assistance Office. Remain current on state laws within the RLSO's geographic AOR to ensure a high level of competency. Provide legal assistance services in the following core subject areas: wills and estates, real property renters' rights, Service members Civil Relief Act (SCRA), Uniformed Services Employment and Reemployment Rights Act (USERRA), immigration and naturalization, real property purchases, sales, and leases, civil suits, taxes, nonsupport and indebtedness, consumer affairs, deployment/mobilization preparation, step-parent adoptions and name changes, domestic relations, including divorces, legal separation, annulment, custody, protective orders, child support, spousal support, paternity, and guardianships, disaster relief support and advice, and after receiving appropriate training, exceptional family member program legal services. Provide training and subject matter mentoring to continuously develop the abilities of all assigned legal assistance personnel to proficiently perform a wide range of legal and paralegal duties. Assist newly reporting personnel with completing their training requirements. Serve as an information clearinghouse for legal assistance staff; stay current on new developments affecting the provision of legal assistance services; maintain a current log of pertinent federal, state, local and Navy references, instructions and regulations; and regularly communicate and disseminate new information to other legal assistance staff across the region's AOR. Establish and maintain an effective preventative law program, develop materials and programs to educate Service members and their families about the availability of legal services, the need for legal advice before incurring legal obligations, and on their rights and responsibilities. Education Must have a J.D. Degree from an ABA accredited law school, be a member in good standing of the bar of the highest court of a State of the United States or a Territory of the United States and have a minimum of three (3) years post-law school legal experience as either a military judge advocate or in private practice providing representation concerning family law matters. Certificate of Good Standing issued within the past 3 months showing the applicant is a member in good standing of the State Bar of Florida or sufficient proof that the same has been requested with the appropriate licensing authority. 4. Other Supporting Documents, if applicable, such as: Veterans Preference Documentation: If you are a Discharged, Non-Disabled Veteran, you must submit a copy of your DD-214 showing character of discharge (Member 4 copy), or other Documentation of Service and Separation under Honorable Conditions, as listed on the SF15. If you do not have your DD-214, you may request it after discharge from the National Archives. If you are a veteran within 120 days of discharge, you must submit signed documentation from the Armed Forces certifying: 1) your expected release/retirement from active duty, 2) under honorable conditions, 3) your pay grade/rank/rate at time of discharge, 4) dates of active duty service, 5) any campaign or expeditionary medals received, & 6) dated within 120 days of your separation.
