Duties
The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

Are you an exceptional legal and organizational leader ready to guide one of the most influential tribunals in intellectual property law? The Deputy Chief Administrative Trademark Judge (DCATJ) plays a pivotal executive role in shaping the future of trademark adjudication and policy at the United States Patent and Trademark Office. The DCATJ serves under the administrative direction of the Chief Administrative Trademark Judge (CATJ) who reports to the Office of the Under Secretary and Director of the USPTO. The DCATJ is responsible for the comprehensive executive management, strategic planning, policy development, and financial functions essential to effective Board operations.
As the Deputy Chief Administrative Trademark Judge for the Trademark Trial and Appeal Board (TTAB), you will:
- Serve as a full voting member of the Trademark Trial and Appeal Board (Board).
- Develop and implement the USPTO's rules of practice governing trademark appeals and trademark opposition, cancellation, concurrent use, and interference proceedings.
- Develop and implement the Standard Operating Procedures necessary for the internal operation of the Board.
- Assign panels of administrative trademark judges to adjudicate all trademark appeals and trademark opposition, cancellation, concurrent use and interference proceedings and periodically serves on such panels.
- Develop and maintain quality, timeliness, and productivity performance standards for the administrative trademark judges, attorneys and support staff.
- Serve as the Acting Chief Administrative Trademark Judge during the absence of the CATJ and serves on a variety of USPTO enterprise-level committees.
- Interact with the legal community, including the Court of Appeals for the Federal Circuit, bar associations, etc.; actively participate in public conferences and meetings; and make presentations to foreign dignitaries or officials regarding the Board and its operations.
- $220,500 - $224,000/year

PROFESSIONAL TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
PTQ 1: Expert knowledge of the legal principles and technical subject matter related to trademark appeals and trial proceedings; demonstrated ability to interpret complex technical issues, apply relevant trademark law, and lead teams to resolve technical and legal problems; and executive level experience communicating complex technical and legal matters clearly and persuasively, orally and in writing.
PTQ 2: Demonstrated executive level experience in directing, supervising, and evaluating the activities of a professional, technical, and legal organizational unit. Demonstrated ability to develop and achieve organizational goals; prepare and execute organizational budgets; delegate assignments; motivate subordinate groups and individuals; establish and execute programs to implement policies; and establish and maintain a positive working environment.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Professional Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.
