About the Office

The mission of the National Security Division (NSD) is to coordinate the Department of Justice's (DOJ's) efforts in carrying out its core mission of combating terrorism and protecting national security, including protecting our national assets from state-sponsored threats to the private sector. NSD is responsible for supervising the enforcement of all federal criminal laws related to counterterrorism and counterespionage, except those specifically assigned to other divisions. NSD also serves as DOJ's liaison to the United States Intelligence Community (USIC) and represents the government and the USIC before the Foreign Intelligence Surveillance Court. NSD advises the Attorney General regarding all matters of national security policy. The incumbent serves as an Attorney-Advisor in FIRS. The position requires mastery of the legal profession, is expected to apply novel legal theories to issues; to make decisions or recommendations that significantly change, interpret, or develop important public policies or programs; and to serve as a recognized expert in a given specialty area.

To implement the President's America First Investment Policy by representing the Department of Justice on the Committee on Foreign Investment in the United States (CFIUS), discharge the Attorney General's responsibilities as chair of the Committee for the Assessment of Foreign Participation in the U.S. Telecom Services Sector (Team Telecom), execute the policies of E.O. 13913, as well as respond to the ICTS supply chain national emergency President Trump declared in Executive Order 13873, and deliver on promises made by President Trump in his America First Investment Policy and NSPM-2 on Imposing Maximum Pressure on Iran, FIRS is seeking line attorneys who will:

-Analyze and evaluate the risk to national security and law enforcement posed by foreign involvement in U.S. businesses in connection with investigations for CFIUS, Team Telecom, and compliance and enforcement of mitigation agreements;

-Draft risk assessments sourced from sensitive and classified information in support of the President's America First Investment Policy;

-Coordinate interagency reviews and responses to potential threats to sensitive national security matters related to foreign investment;

-Negotiate and monitor complex compliance with national security commitments, and pursue enforcement actions for noncompliance when warranted;

-Evaluate emerging technologies to determine any national security or law enforcement risks posed by foreign activity involving that technology; and

-Personally volunteers for Department-wide initiatives, special projects, Division-initiatives and performs other duties as assigned.

• You must be a United States Citizen or National.
• You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
• You may be required to complete a one-year probationary period.
• Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file.
• Financial Disclosure: If selected, you may be required to disclose financial information in accordance with DOJ and Federal ethics guidelines.

Qualifications

Applicants must possess a J.D. degree, be duly licensed and authorized to practice as an attorney under the laws of a State, Territory, or the District of Columbia, and have at least four or more years of post-J.D. professional experience. Applicants must have superior academic credentials, possess excellent analytical and writing skills, and have the dedication and capacity to work independently in a very demanding environment. Past experience in the national security or intelligence field is not required but is preferred. Prior federal litigation experience is also strongly preferred.

Must be able to meet JMD and NSD suitability criteria for this position.

Must be able to obtain and maintain a TOP SECRET/SCI security clearance.

Failure to obtain or retain this level of security clearance and access will be grounds for reassignment, demotion, or removal from the Federal Service. Employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.

Occasional travel is required, which may involve the use of commercial and/or government aircraft.

This position is MISSION ESSENTIAL. Most, if not all, essential job functions must be performed in a Sensitive Compartmented Information Facility (SCIF). The incumbent is required to report for duty, in person, as necessary, in an emergency (regardless of holidays, weekends, nights, furloughs) or conditions such as weather in which non-essential personnel are not expected to report.FINANCIAL DISCLOSURE MANAGEMENT/REPORTING: The Department of Justice is committed to maintaining an ethical culture and upholding the principles of ethical conduct. As a DOJ Employee, you will be subject to the Standard of Ethical Conduct for Employees of the Executive Branch, as well as the criminal conflict of interest statutes. As a new Government employee, or as a new employee to this Department, you will be required to receive initial ethics orientation within 3 months of appointment. In addition, you will be required to file the Confidential Financial Disclosure Report (OGE 450) within 30 days of your appointment and annually in accordance with title 5, C. F.R. 2634.
