About the Opportunity

This is an open position at FirstEnergy Service Company, a subsidiary of FirstEnergy Corp., and is in the Legal group. The position reports to the Associate General Counsel – Federal Regulatory.

This position is ON-SITE at the FEHQ - White Pond Drive, Akron/Fairlawn location

The experienced federal transmission rates attorney will work on transmission ratemaking issues for FirstEnergy’s transmission utilities, including in proceedings before the Federal Energy Regulatory Commission (FERC). The attorney will be responsible for advising internal clients about all aspects of transmission ratemaking, including: regulatory accounting research, cost-of-service rate design, transmission incentives, annual processes incident to forward-looking formula transmission rates and rate design, transmission rate recovery through RTO tariffs, addressing transmission rates issues in the course of regulatory audits, and appellate strategy. The attorney will have responsibility for advising FirstEnergy business units regarding legal issues that impact the transmission business and will also work as part of a team on complex regulatory litigation. The attorney will work extensively with outside counsel and will be responsible for managing the work of outside counsel.

Summary of Responsibilities

  • Handle legal matters in the areas of federal public utility regulatory law, with special emphasis on transmission rates and ratemaking before FERC and other tribunals, including appellate courts.
  •  Work collaboratively with internal and external counsel, consultants, business unit staff, and other industry stakeholders, on project assignments.
  • Perform legal research, with special emphasis on Administrative Procedure Act regulatory agency rules and adjudications, with follow-on appellate litigation.
  •  Draft and review legal and other documents.
  • Advise internal business unit clients and other FirstEnergy counsel on matters within the attorney’s responsibility.
  • Provide legal, strategic and business advice.

Qualifications

  • J.D. from an accredited university.
  •  Member in good standing of at least one state bar.
  • 10-15 years of regulatory ratemaking/litigation experience, FERC experience preferred; experience with state utility regulatory work is a plus.
  • Strong work ethic and demonstrated ability to handle new issues effectively.
