Duties The position of Deputy Assistant Director for ATF, Office of Science and Technology serves as the Deputy Chief Information Officer (DCIO) and is located at ATF HQ, Washington, D.C. This position of Deputy Assistant Director/DCIO participates fully with the Assistant Director in planning and executing the programs and activities of the Office of Science and Technology. With the Assistant Director, the incumbent is responsible for providing overall direction for the Bureau's information technology programs, and for providing leadership and guidance to the subordinate organizations of the Office of Science and Technology consisting of Infrastructure, Application Development, Data Analytics, Chief Technology Officer, and the Chief Information Security Officer. In conjunction with the Assistant Director, sets policy for the organizations managed, determining program emphasis and operating guidelines; oversees short and long-range planning efforts; assesses the impact on organization programs of substantive developments in programs and policies in other parts of the Bureau, in other Government entities, and in the private sector; coordinates programs efforts with other internal activities and/or with activities of other agencies; determines resource needs and allocation of resources, and accounts for their effective use; and makes personnel management policies and decisions for the organizations managed. Incumbent is directly responsible for three major divisions under the total responsibility of the Assistant Director, OST. The incumbent administers the Infrastructure, Software Development, and Data Analytics for all of ATF. The incumbent is acutely responsible for administering the following areas of the Information Technology capabilities for the Bureau: Policy and Planning, Network Services, Enterprise Architecture, Data Management, Security, Internet, Systems Analysis, Systems Administration, Applications Software, Customer Support, Operating Systems and Cyber Security Services. Advises, counsels, and directs Office of Science and Technology personnel as to goals, programs and objectives of the Bureau. Conducts or attends meetings with staff to discuss and reach agreements on problems confronting the Office of Science and Technology. Reviews and evaluates the accomplishments of the organizations managed to include both Headquarters and field activities. Assumes responsibility for implementing new legal and regulatory changes that affect managed program areas. Devises and creates new methods or measures to cope with unusual problems and situations. Ensures coordination and integration of scientific and technical support functions with the Bureau's strategic long-range plans and operations. Supervises the overall assigned areas of OST through subordinate Supervisors (GS-15s), ensuring the accomplishment of objectives and annual goals. Performs special assignments as directed by the Assistant Director, Office of Science and Technology, and in the absence of the Assistant Director, assumes the full responsibility and authority of that title. Salary- $150,160 - $225,700/year
