- City Attorney Division Chief - Corporate DivisionAbout the Job: The City of Colorado Springs is a home rule municipal corporation organized under Article XX of the Colorado Constitution and its City Charter. The Division Chief will provide general legal services for the City and its enterprises as part of the Corporate Division in the City Attorney’s Office. This attorney will lead a team focused on the City’s municipal operational legal needs. Duties include supervising legal staff and providing legal advice to the Mayor, City Council, and various boards and departments. Additional responsibilities include issuing or reviewing legal opinions, overseeing contracts, advising executive staff, managing public records requests, and handling other assigned matters.Reporting Relationship: All attorneys for the City are hired by the City Attorney and are part of the City Attorney's Office. All attorneys are exempt and at-will to the City Attorney. The Division Chief will report to the Deputy City Attorney, who is generally responsible for all Municipal and Utilities operational matters, and who in turn reports directly to the City Attorney.*Note: We will be reviewing applications as they are received, and the posting may close before the listed deadline if suitable candidates are selected.This position is subject to budget required furloughs to be implemented in the 2026 calendar year.

As Division Chief for the City Attorney's Office, you will:- Supervise eight legal counsel, one records program manager, and two paralegals in the City Attorney’s Office Corporate Division
- Provide legal advice to the Mayor, City Council, and various boards, commissions, departments, and enterprises
- Analyze City Charter and City Code provisions, providing legislative analysis to City Council and the mayor's executive staff on all applicable laws and regulations
- Review and oversee the drafting and negotiation of contracts, including construction contracts
- Provide formal and informal legal advice to the City’s executive staff on applicable laws and regulations
- Draft City Ordinances and Resolutions
- Issue or review legal opinions
- Respond to requests for public records and communicate with the public as needed
- Support other Divisions on projects and assignments related to the City of Colorado Springs
- Perform other duties and responsibilities as assigned by the City Attorney and Deputy City Attorney

We are looking for candidates demonstrate the following:
Knowledge of:- The City Charter and City Code provisions
- Legislative processes and applicable laws and regulations
- Drafting City Ordinances, Resolutions, contracts, and construction contracts
- Electronic case management systems
- Principles involved in issuing or reviewing legal opinions
- Municipal governmental structure, including City Council, boards, commissions, departments, and enterprises
Ability to:- Analyze, interpret, and apply legal principles, facts, evidence, and legal precedent
- Provide legal advice to City Council, the Mayor’s executive staff, and other City entities
- Oversee drafting and negotiation of contracts and construction contracts
- Provide legislative analysis and formal or informal legal guidance
- Communicate effectively with the public when needed
- Supervise attorneys and support staff
- Collaborate effectively within a team of attorneys
- Demonstrate superior oral and written communication skills
- Use computers efficiently and operate an electronic case management system
- Minimum Qualifications
- JD (Juris Doctor) or LLB (Bachelor's of Law) from an ABA (American Bar Association) accredited law school
- Ten years of demonstrated legal experience in Corporate law
- Within the past five years, the selected individual must also have a minimum of three years of continual experience in Corporate law
- Three years of administrator and/or supervisory experience
- Admission to the Colorado State Bar as an attorney in good standing upon start date
- Preferred Qualifications
- Experience with a Colorado governmental entity
- Experience advising a city council or other legislative/advisory board
- Experience with the Colorado Open Records Act and Colorado Open Meetings Law
- Experience drafting, reviewing, and revising legal documents, including, but not limited to, formal legal opinions, legislation, and agreements
- Experience managing or supervising the work of other attorneys, paralegals, and project managers
