This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance. BJA's mission is to provide leadership and services in grant administration and criminal justice policy development to support state, local, and tribal justice strategies to achieve safer communities. This position serves as a Division Chief in the Programs Office.
Duties
- Guides and supervises staff in the development, implementation, and evaluation of program plans, strategies, regulations, announcements, guidelines, and procedures relevant to grant programs.
- Identifies training opportunities for staff and promote best practices in grants administration to enhance program effectiveness and efficiency.
- Oversee full lifecycle of grants management process for complex criminal justice related grant programs.
- Manages the design and/or development of grant notices of funding opportunity (NOFOs) for both discretionary and formula grants, and cooperative agreements.
- Oversees and manages all aspects of award administration, which includes: (1) tracking the progress of awardees, assessing their performance, monitoring compliance, and suggesting modifications to program activities; (2) clarifying technical performance criteria; (3 providing technical assistance regarding changes to an individual award or in relation to overall grant program requirements; and (4) assisting in the resolution of any issues that arise during award execution.
- Monitors and analyzes trends and progress, including conducting data analyses of financial and programmatic performance.
- Serves as a technical expert on compliance monitoring, providing specialized guidance for compliance reviews.
- Leads a team conducting in-depth monitoring reviews to offer technical support and oversight of grant activities, evaluating progress and ensuring compliance with financial, programmatic and administrative requirements.
- Oversees the award closure and disposition process, including preparing final assessments to ensure compliance with OJP and statutory requirements for property disposition, financial reconciliation, and resolution of audit findings.
- Develops short and long-term planning policies and guidance that align with overarching grant management program goals and objectives.
- Conducts assessments, evaluations, and reviews of ongoing, completed, and proposed grant and cooperative agreement initiatives to identify and implement new or improved methods and procedures to achieve grant program objectives.
- Maintains expertise in assigned program areas and stays informed about significant national criminal justice issues, as well as the effectiveness of newly implemented programs and methods to address these challenges.
- Updates policies and procedures to remain aligned with evolving agency mission requirements.
- Collaborates with senior management to create comprehensive management plans aimed at ensuring efficient and effective program implementation and administration.

Applicants must have one (1) year of specialized experience equivalent to at least the GS-13 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include:
- Implementing and managing complex federal grants and cooperative agreements.
- Providing grants-related assistance and services, such as developing, and implementing grants/assistance management policies, procedures, and practices.
- Applying financial management principles to analyze and evaluate complex discretionary and formula grant programs, ensuring compliance with federal grant regulations.
- Performing complex grant and/or agreements application reviews to determine allowability, necessity, reasonableness, and allocability of requested funds.
- Performing and overseeing closeout actions for grants/cooperative agreements after several years of work have been completed.
Technical Qualifications:

- This position has a duty station of Washington, D.C. The selectee will be required to physically report to the OJP office building at least four (4) days per bi-weekly pay period and may incorporate leave and official travel plans into this reporting requirement. The office director or supervisor may request the selectee's presence in the office more frequently, as determined by the needs of the office. The selectee will be responsible for covering all commuting-related travel expenses. OJP employees are eligible for one transportation benefit - parking or the Department of Justice (DOJ) transit subsidy.
