Job Description

The Judicial Council of California is accepting applications for the position of Project Manager, Facilities for the Facilities Services office.


The Project Manager exercises independent judgement with the planning, design, and construction of renovation and improvement projects of all scopes and sizes. Incumbents are also responsible for budget and schedule tracking, design, and construction of renovation and improvement projects of all scope and sizes. Incumbents are also responsible for budget and schedule tracking, design management, and/or project administration. Workload and count will vary based on project complexity, but generally this position will manage 12-20 projects concurrently. Project Manager positions are required to manage an average of 8.6 projects per year, with an estimated value of $5.6M approved by the Trial Court Facilities Modification Working Group. Work includes the necessary processes and procedures to develop and manage the execution of Facility Modifications. Facility Modification's (FM) projects include but are not limited to minor construction, tenant improvements, system and infrastructure renewal, and equipment replacement.


The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. As employees of the council, every member of staff should view and approach their work as one Judicial Council with a public service mission that is greater than the sum of its parts.

The successful candidate will be expected to work in person at the Judicial Council’s San Francisco, Sacramento, or Southern California office and reside in the areas surrounding these locations. The Judicial Council offers hybrid work arrangements for many positions. Beginning in September 2024, employees will work in the office on Wednesday’s each week. Beginning in January 2025, employees will work in the office at least two days per week.

Duties

• FM Project Execution and Management:
- Coordinate building access and hours of services between court and county customers and FM contractors, subcontractors, and other support services.
- Manage and participate in project kick-off meetings with all project stakeholders.
- Perform site walks to validate contractor performance and quality of work.
- Coordinate permit and inspection support from internal and external agencies.


• Communication on FM Projects:
- Use CAFM, PROGEN. MS Project and other software tools to maintain project status is properly tracked and managed.
- Coordinate and hold FM project meetings to provide project status, coordination of schedules, and deliverables.
- Develop and submit FM project reports to senior management.
- Meet with court, county, contractors, and other customers to evaluate project needs and requirements.
- Coordinate building access and hours of services between court and county customers and FM contractors, subcontractors, and other support services.
- Facilitate Lessons’ Learned meetings with key stakeholder upon project completion. Notate information within appropriate databases.


• FM Contracting:
- Develop RFP, RFQ, and RFI documents in accordance with the JCC contracting policy.
- Develop and manage contract selection process and document appropriate award justification.
- Award FM contracts.


• FM Development and Estimating:
- Develop detailed project scope for execution of FM projects.
- Document scope and develop preliminary cost estimates documentation.
- Perform site inspection and project development scope of work.
- Perform a critical review of project estimates from other sources and provide detailed analysis of viability.


• Project Closeout:
- Develop individual project close-out requirements based on JCC guidelines.
- Review requirements with contractors during initial site walks and project estimating discussions.
- Receive and validate accuracy of submittal documentation upon receipt.
- Confirm that appropriate permits and warranties are in place and enforceable.

Salary
  • $9,471 - $11,847/month
Qualifications

Bachelor’s degree, preferably in architecture, engineering, building engineering or construction management, and four (4) years of construction/project management experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Four years as a Facilities Management Administrator with the Judicial Council of California or four years of experience performing the duties of a class comparable in the level of responsibility to that of a Facilities Management Administrator in a California Superior Court or California state-level government entity.

LICENSING AND CERTIFICATIONS
− Valid driver’s license, as assigned.
