WASHINGTON STATE RESIDENCY AND TELEWORK INFORMATION |
AOC requires employees to reside in Washington State. Any exceptions must be approved. If you are invited to interview and currently reside outside of Washington State, seek more information about residency requirements from the AOC hiring manager of this recruitment.
This position requires you to be in the office at least three (3) days per week.
DutiesIn this role, you will:
- Lead business process re-engineering for financial operations to align with Workday functionality and statewide standards.
- Collaborate with subject matter experts and stakeholders to identify tasks requiring unique workflows and develop strategies for transition.
- Develop and monitor organizational change management plans, readiness assessments, gap analyses, and resistance management strategies to support agency-wide adoption.
- Coordinate and track progress of Workday-related activities, ensuring deadlines and milestones are met in collaboration with the OFM OneWA team.
- Create and manage communication plans and performance metrics to measure readiness and progress.
- Serve as a liaison between AOC, OneWA, and internal teams to maintain cohesion and resolve issues during system conversion.
- Document current and future state business processes to support the transition from AFRS to Workday and ensure clarity for all stakeholders.
- Monitor and report on system discrepancies, collaborating with staff to identify and implement solutions.

Note: While the primary focus of this position is on Workday transition and organizational change management, the incumbent may also perform some original Financial Services Analyst duties such as preparing financial reports, processing accounts payable, and supporting compliance activities as needed.
Financial Services Analyst duties:
- Address unclear and outdated procedures and strengthen compliance with agency standards.
- Support cross-training, onboarding and succession planning, reduce single points of dependency and improve staffing stability, while reducing knowledge gaps.
- Prepares automated and/or manual recurring financial reports such as statements of fund balance, income statement or balance sheet accruals; maintains ledger accounts.
- Prepares/processes payroll and maintains/processes leave for small judicial branch Departments
- Processes accounts payable including but not limited to: contracts, pro-tempore, use tax, reimbursement of funds, encumbrances, and refunds.
- Reviews and verifies critical information including but not limited to: budget code, approval signature, proof of receipt, social security number, payment type, etc. in accordance with established procedures and accounting standards.
- Processes and prepares invoices for batching and entry into the state AFRS system.
- Prepares and monitors financial reports, researches and verifies financial data, reconcile reports and JV corrections in accordance established procedures and accounting standards.
- Reconciles general ledger accounts and prepares journal vouchers.
- Reviews and verifies accounts receivable; prepares invoices.
- Responds to inquiries from clients regarding status of invoices, payments, etc.
- Assists in developing recommendations for business improvement measures for the Financial Services section.
- Assists higher level Financial Services staff with financial summary information, analysis of financial reports and development of internal financial procedures.
- Performs other duties as required.

A combination of relevant education and experience demonstrating a working knowledge of the duties and responsibilities of the Financial Services Analyst may be considered in the meeting the qualifications.
- Bachelor’s degree in accounting or closely allied field INCLUDING 10 Semester or 15 quarter hours of college level accounting
OR
- Two (2) years of experience in fiscal bookkeeping or fiscal recordkeeping;
AND
- 10 Semester or 15 quarter hours of college level accounting.

Experience in:
- Working with Workday or other cloud-based ERP systems.
- Developing, analyzing, and updating financial processes and procedures.
- Proficiency in Microsoft 365 applications (Teams, Outlook, Word, Excel, PowerPoint, OneNote) and other office technology tools.
- Supporting project management and organizational change initiatives.
Knowledge of:
- Generally Accepted Accounting Principles (GAAP).
- State Financial Reporting System (AFRS), Enterprise Reporting system, and related financial tools.
- Accounting system workflows and processes.
- State governmental accounting procedures and automated financial systems.
Skills, Abilities, and Competencies:
- Ability to meet deadlines, manage multiple priorities, and use time and resources effectively.
- Strong communication skills—written and verbal—with the ability to build and maintain professional relationships.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
