Description

Primary function of the job is to oversee, coordinate, supervise, train and participate in the work of the Municipal Court and ensure efficiency, timeliness and accuracy of the court work such as establishment of new filings, data entry, collection of fines and fees, customer service and similar activities. The position acts as a supervisory position second in command and responsibility to the Court Administrator. Mandatory work hours per minimum staffing standards are required.

Essential Job Functions

Assists the Court Administrator in monitoring and maintaining compliance and appropriate performance standards according to the Municipal Court rules and policies. Acts as supervisor for designated staff within the department, including training, overseeing work, and establishing and evaluating appropriate performance standards in accordance to the department's objectives. Monitors and maintains appropriate levels of supplies and materials in support of unit operations and activities. 
 
 Oversees the assembly of information into proper legal form and maintains control over the flow of documents, records, and files. Provides comprehensive customer service, including delivery of accurate, prompt, and courteous assistance to internal and external customers, both verbally and in writing. Enters data, revises and proofreads correspondence, memorandums, reports; enters and retrieves data in automated systems; maintains files and records; works with court software.
 
Participates in calling jurors for trial, maintaining related lists, and preparing invoices for payment of jurors at the conclusion of selection and/or trial. Works collaboratively with other courts and law enforcement agencies to research and resolve issues. 

Per minimum staffing standards for court operations, the Chief Court Clerk is required to be in the office each day that the Court Administrator is out of the office.  When the Court Administrator is out, the Chief Court Clerk is responsible for all scheduling, supervision, and discipline of the Deputy Clerks and Juvenile Case Manager.
This highest degree of ethics is required for this position.  First and foremost, dedication are to principles of the fair administration of justice and service to the public. 

Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.

Minimum Requirements

High School Diploma or GED and seven (7) years progressively responsible municipal court experience.

Considerable knowledge of Municipal Court practices. Knowledge of basic supervisory and employee management principles. Knowledge of applicable employee rights, protections and avenues of appeal. Ability to organize and maintain filing systems; ability to establish and maintain effective working relationships with co-workers, general public and elected officials. Ability to detect errors, determine causes, and make corrections as appropriate. 
 
 Skill in operation of modern office equipment such as personal computer, facsimile, copiers, scanners and telephones. Advanced skills in the use of computers. Interpersonal skills necessary to develop and maintain effective and appropriate working relationships with customers, co-workers, and representatives of other agencies. Skill in assigning, prioritizing, monitoring, and reviewing work assignments. Skill in mentoring and training employees with varying educational backgrounds and aptitudes. Ability to comprehend, process and apply both verbal and written skills appropriate to the job. Skill in researching and resolving complex problems in order to ensure compliance. Ability to think analytically and apply sound judgment, solve problems, make effective decisions, and act with integrity.

Other Requirements

Requires minimum of a Level I Court Clerk Certification. Must be able to obtain Level II Court Clerk Certification issued by the Texas Court Clerks Association within one (1) year of employment. Preference will be given to those that already have Level II Court Clerk Certification.

Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
