About this Opportunity:

As Deputy Legal Counsel, you will help lead the legal operations of IEDA and IFA, supporting the Chief Legal Counsel’s strategic direction. You’ll manage the Legal team’s workload, guide internal policy development, and provide legal advice on program compliance, contract negotiations, and open meetings law.

Key responsibilities include:

  • Leadership: Serve as the Deputy Legal Counsel, collaborating with Chief Legal Counsel to meet established performance goals and targets for the team.  In coordination with the Chief Legal Counsel, manage the allocation of legal work among team members. Evaluate the work of the legal team and serve as technical expert in legal projects and open records. 
  • Legislation & Policy: Work closely with legislative stakeholders to draft and review rules, regulations, policies, and Iowa Code impacting IEDA and IFA. 
  • Program Counsel: Provide counsel to program leaders regarding program design and procedure. Advise staff and stakeholders to ensure program compliance with relevant laws, rules, and regulations. Draft, review, and negotiate agreements.
  • Open Records: Serve as the Open Records Officer and Records Retention Officer. Serve as subject matter expert on open records law, confidential treatment of records, and records retention and destruction. Collaborates with staff and Communications Team to respond to media inquiries.

Ideal candidates will have:

  • Extensive legal practice experience, including program compliance and legislation drafting.
  • Strong ability to comprehend the needs of stakeholders and provide sound legal advice.

The Deputy Legal Counsel position is a non-merit, non-contract position that is classified by the State of Iowa as an Attorney 3 and is exempt per FLSA regulations.

Minimum Qualification Requirements

Graduation from an accredited law school and the equivalent of five years of full-time successful and responsible experience in the practice of law;

OR

the equivalent of three years of full-time experience in the practice of law in the employing agency shall be considered as qualifying experience.
