Under general direction, the Fiscal Services Support Supervisor provides oversight of the daily operations performed in the Trial Court Administrative Services (TCAS) – Shared Services Center's (SSC) Accounts Payable (AP) unit. Primary responsibilities include direct supervision and guidance of staff who support the Phoenix system's Accounts Payable module, ensures vendor payments made on behalf of the trial courts adhere to the Trial Court Financial Policies and Procedures Manual, are timely, and comply with Federal and State laws. This position routinely interacts with internal and external executives, trial court staff, TCAS SSC supervisors, and various business equipment and service providers to address the trial courts' financial and accounts payable business needs. Additionally, this position serves as the subject matter expert for all accounts payable functions.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The successful candidate will be expected to work in person at the Judicial Council’s Sacramento office and reside in the area surrounding this location. The Judicial Council offers hybrid work arrangements for many positions. Beginning in September 2024, employees will work in the office at least one day each week. Beginning in January 2025, employees will work in the office at least two days per week.
Duties- Responsible for providing direction for and oversight of the Accounts Payable (AP) process to staff and trial courts – maintain proper internal controls and segregation of duties; manage the invoice and payment processing and post-issuance check research functions; primary check signer for payments of $15K or more; coordinate the completion of calendar and fiscal year-end activities.
- Responsible for Federal and State tax compliance concerning the Accounts Payable process – plan and coordinate operational activities to ensure compliance with governmental tax regulations and ordinances; review and approve tax withholding remittance; develop risk management strategies to avoid non-compliance with federal and state tax codes.
- Responsible for the management of the vendor garnishment and levy process – review garnishment orders and ensure proper processing.
- Responsible for acquiring and maintaining equipment and supplies needed for the Accounts Payable functions – determine check printing equipment needs and service maintenance level required to ensure no material disruptions in service; order check stock and envelopes and approve product proofs; ensure adequate postage is available to meet operational needs.
- Responsible for providing Accounts Payable liaison services – advise staff and trial courts on reporting issues, higher-level payable questions, and responsibilities; coordinate and facilitate year-end training; collaborate, communicate, and share knowledge with other units and trail court staff on accounts payable concerns; monitor and analyze legislation that impacts accounts payable, backup withholding, and garnishments and levies.
Other Duties and Responsibilities:
- Lead bi-weekly staff meetings and attend bi-weekly management meetings.
- Attend training for personal and professional development.
- Participate in projects for Phoenix system enhancements.
- Communicate with court and JCC staff on accounts payable matters.
- Remain current with state and federal tax codes and sales and use tax updates.
- Provide subject matter expertise as needed.
Supervisory Duties
- Recommends selection of staff;
- Trains staff and proposes internal and external training courses and workshops;
- Provides for career development and planning for staff;
- Approves time off requests;
- Reviews and approves time sheets;
- Evaluates employee performance and conducts performance reviews; and
- Administers discipline as required.

Bachelor’s degree, preferably in accounting or business related field, and two (2) years of accounting or procurement experience, including one (1) year of supervisory experience. Some positions may require up to two years of experience in area of assignment (such as payables, procurement, and/or payroll). An additional four years of professional experience in the assigned function as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Two (2) years as an Associate Fiscal Analyst or other level (B25) class or three (3) years as a Fiscal Services Coordinator or other level (B23) class with the Judicial Council of California or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Fiscal Analyst or three (3) years of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Services Coordinator in a California Superior Court or California state-level government entity and a) completion of training courses on topics related to effective supervision within 6 months of promotion; or b) one year of previous supervisory experience.
Desirable Qualifications:
- Specific experience with Accounts Payable and knowledge of payable tax laws.
- Ability to maintain accurate payable records, prepare timely reports, and meet established deadlines.
- Ability to interact positively and professionally with a diverse customer base.
- Excellent written and verbal communication skills.
- Ability to lead, mentor, and inspire a team.
- Demonstrated ability to act independently, with open-mindedness, flexibility, and tact.
- Early adopter of new technology and intermediate Microsoft Suite skills – specifically Excel, Planner, and SharePoint.
