Job Description

The Federal Trade Commission ("FTC") seeks a Workplace Inclusivity Compliance (WIAC) Director in the Office of Workplace Inclusivity and Opportunity ("OWIO" or the "Office"). The Workplace Inclusivity and Compliance Director will lead the WIAC Division and support the agency's efforts to be a model EEO employer that offers all employees the opportunity to thrive.

Duties

Typical duties of the Workplace Inclusivity and Compliance Director include:

  • Assists in implementing the OWIO Director's strategic vision for the Office of Workplace Inclusivity and Opportunity, including planning, organizing, staffing, directing, managing, and evaluating OWIO programs, initiatives, and activities, and assisting with general OWIO office operations.
  • Functions as the Supervisory Attorney-Advisor for the Workplace Inclusivity and Compliance Division. Serves as the legal counsel providing authoritative oral and written legal advice on a wide variety of workplace inclusivity, accessibility, and compliance matters and policy interpretations in accordance with applicable federal laws, regulations, and guidance. Develops legal guidance, policy interpretations, and plans that foster an accessible work environment where all employees have an opportunity to thrive, including veterans, servicemembers, and persons with disabilities.
  • Leads the agency's legal compliance efforts related to inclusivity and accessibility, ensuring the FTC's operations, policies, and practices comply with laws and regulations related to inclusivity and accessibility, align with the FTC's Strategic Plan, and are consistent with the agency's Model EEO Program. Partners with the EEO Director to support compliance with EEOC directives related to the inclusivity and accessibility of the FTC's workplace, including implementation of the EEOC's recommended actions.
  • Collaborates with internal stakeholders, in particular the EEO Director, the Human Capital Management Office, the Office of the Chief Information Officer, and the Office of the Chief Administrative Officer, to ensure physical, technological and informational accessibility within the agency's workplace as well as alignment with Sections 504 and 508 of the Rehabilitation Act, the Americans with Disabilities Act, and other relevant federal laws, regulations, and guidance.
  • Provides guidance and technical assistance to employee affinity groups. Develops and sustains relationships with federal agencies and other public and private entities, ensuring the FTC remains compliant with the law and aligned with best practices for supporting highly effective and efficient workplaces.
  • Proposes, conducts and/or supervises quantitative and qualitative data gathering and analysis related to the inclusivity and accessibility of the FTC's workplace. Leads the development of reports, dashboards and other tools to explain findings, assess status, demonstrate progress, make recommendations, and inform legally compliant decision-making processes.
  • Designs and delivers legal training sessions on inclusivity and accessibility for staff, ensuring awareness of compliance responsibilities and fostering an inclusive organizational culture that supports equal protection under the law for all employees.
  • Supervises the Workplace Inclusivity Division and its employees, performs the full range of supervisory duties, and fosters a collaborative work environment for OWIO employees.

Salary
  • $163,964 - $191,900/year

Qualifications

Minimum Requirements

Applicants must have attained the first professional law degree (LL.B. or J.D.) from an accredited law school and be an active member in good standing of the bar of a state, the District of Columbia, Puerto Rico, or a U.S. territory. Applicants must demonstrate excellent writing skills and be able to work effectively with other people, exercise sound judgment, and exhibit a strong interest in the work of the agency.

Additional Requirements

GS-15 Positions

For attorney appointments: active member of the bar in good standing and 60 months of legal experience after graduation from law school.

To qualify for the GS-15 level: In addition to a law degree and active bar membership, you must have 60 months of legal experience after graduation from law school to qualify for the GS-15 level. At least 18 months of your legal experience after graduation from law school must be comparable to the GS-14 level. Qualifying experience at the GS-15 level include examples of conducting excellent legal research and writing abilities, strong organizational and analytical skills in presenting written arguments and excellent oral communication skills.

Note: Legal and nonlegal experience gained in the Federal Government before completing law school does not satisfy post law school experience.
