Job Duties:
REGULATION DEVELOPMENT AND GENERAL LAW ATTORNEY: Provides legal representation and guidance for the Undersecretary, Other Executive Staff, and the Department on legal matters as follows: Assists in writing and the development, drafting, and review of proposed agency regulations. Advises the Undersecretary and Human Resources Director on human resources and employment law matters. Advises the agency on collections of delinquent fees and refers files to (Office of Debt Recovery) ODR for collection. Advises the agency on matters involving bankruptcy of regulated entities. Reviews confidentiality requests, contracts, RFPs and public record requests for the agency. Draft and review proposed legislation for the department and monitor bills during the Legislative Session.

PERMITS ATTORNEY: Provides legal representation and guidance to the Office of Environmental Services and the Department on legal matters involving permits issues. Researches legal issues and provides legal opinions. Represents the Department in various adversarial matters before administrative tribunals, state and federal district courts, and state and federal appellate courts. These adversarial hearings include disputes concerning permit decisions, regulatory development, and miscellaneous matters. Drafts pleadings and appellate briefs.

Position-Specific Details:
This position is in the Regulation Development and General Law Section of the Legal Division within the Office of the Secretary.

This position is domiciled in East Baton Rouge Parish.

There is a Special Entrance Rate (SER) for this position as follows:
Attorney 1 - $27.08/hourly or $2,166.40 bi-weekly
Attorney 2 - $28.98/hourly or $2,318.40 bi-weekly
Attorney 3 - $32.02/hourly or $2,561.60 bi-weekly

There is premium pay in this position in the amount of up to $2.00/hour for every hour worked based on your years of experience in the Department of Environmental Quality's Legal Division.

As part of a Career Progression Group, vacancies may be filled from this recruitment as an Attorney 1, 2 or 3 depending on the level of experience of the selected applicant. The maximum salary for the Attorney 3 is $112,570.00.
