Budget Analyst – DHA Office of General Counsel (MAC/TPC Support)

J.S. Perkins Consulting (JSPC) is seeking to hire a Budget Analyst to support the Defense Health Agency (DHA) Office of General Counsel (OGC) in its efforts to improve financial oversight and increase collections through the Medical Affirmative Claims (MAC) and Third-Party Collections (TPC) programs. This role will provide analytical and programmatic support to assist OGC attorneys and staff. The selected analyst will not engage in inherently governmental functions but will provide critical support in analyzing trends, mapping cash flows, and preparing documentation to expedite the collections process and assist the government in identifying high-yield collection types and Military Treatment Facilities (MTFs) to strategically prioritize collection efforts.

Your Responsibilities: 

• Financial Process Support
  • Create and maintain spreadsheets, data tables, and tools to support processing of DD 1131s Cash Collection Vouchers, appeals packages, and deposit activities (without directly preparing or submitting official financial instruments).
  • Support the mapping and monitoring of fund flows and returns across Defense Health Program (DHP) funding lines
• Data Management and Document Support
  • Assist processing third-party liability cases and prepare files with all necessary documents necessary to assert a claim against the third-party.
  • Assist in organizing and preparing supporting documentation for Third Party Collection (TPC) appeals packages.
  • Conduct quality assurance and data validation to ensure accuracy and completeness across systems.
• Revenue Analysis and Tracking
  • Analyze historical and current collections data related to MAC and TPC programs.
  • Identify trends and develop reporting tools to highlight high-return Military Treatment Facilities (MTFs), case types, or other relevant categories.
  • Recommend areas to target resources for increased recovery and efficiency.
• Program Performance Metrics
  • Assist in establishing key performance indicators (KPIs) and metrics to evaluate the effectiveness of collection processes.
  • Compile regular reports and briefings (utilizing data from GFEBS, MHS GENESIS/RevX, Treasury systems, and other sources) to inform OGC leadership and stakeholders on progress and areas of improvement.
• Collaboration with Stakeholders
  • Liaise with the Defense Adjudication Office (DAO) team to understand how collections flow through financial systems.
  • Coordinate with field offices and program teams to assess the financial impact of collection activities and help prioritize casework.
  • Assist in identifying aged claims under a pre-determined value and review whether additional care has been rendered to assist program in prioritizing higher-valued claims.

Skills and Experience you need: 

• Bachelor's degree in Finance, Accounting, Economics, Business, Public Administration, or related field.
• Minimum 5 years of experience in federal budget analysis, financial operations, or healthcare revenue management (DoD or DHA experience preferred).
• Strong analytical skills with proficiency in Microsoft Excel and data visualization/reporting tools.
• Experience interpreting and applying federal financial regulations or DoD financial processes.
• Ability to work independently with limited supervision while interfacing regularly with various levels of OGC staff.
• Excellent written and verbal communication skills, with the ability to synthesize and present complex financial data clearly

Travel Requirements:  

• Must be willing to travel up to 10-15% nationally and internationally for client business as needed.  

Physical Requirements:  

• Work is performed in hybrid/remote office environment and requires operating standard office equipment and keyboards.  
• Must be able to lift small packages or other items up to 20lbs and travel short or long distances in a car, airplane, or other vehicle of transportation to client destinations nationally and internationally if needed. 

Extra Credit if you have:

• Familiarity with MAC, TPC, or healthcare collections within the DoD or other federal programs.
• Prior experience with DHA systems such as GFEBS, MHS Genesis/RevX, or working with Treasury interface platforms.

Salary

• $115,000 - $140,000/year
