The U.S. International Trade Commission is an independent federal agency that provides the President and Congress with high-quality analysis and technical support on international trade, tariff, and competitiveness issues; investigates and makes determinations in proceedings involving imports claimed to injure a domestic industry or violate U.S. intellectual property rights; and maintains the U.S. Harmonized Tariff Schedule.
This position is located in the Office of Investigations:
- Demonstrate proficiency in the fields of accounting and auditing in order to facilitate accurate, complete, and meaningful submission of financial information.
- Analysis of data principally takes the form of a written report that provides a quantitative analysis of the data submitted in response to Commission questionnaires. Prepare all documentation related to the audit activity, including notification letters to the firms to be examined, audit worksheets, and reports of the results of audits.
- Review and evaluate financial data submitted by U.S. firms in connection with questionnaires issued by the Commission. Examine accounts for the purpose of ascertaining that reported data fairly present the financial position of the audited activity, and evaluate reliability of reported results. Identify essential information, trends, and outliers.
- Serves as advisor to Commissioners and the Commission's senior staff on the reliability and interpretation of data submitted by U.S. firms in connection with the statutory investigations conducted by the Office of Investigations; serves as the liaison with company officials and outside counsel for all questions and follow-ups regarding their reported financial data.

BASIC REQUIREMENT:
To be eligible for this position you must have one of the following:
Degree: accounting, auditing; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
AND
To qualify at the GS-09 level, you must have one-year of specialized experience equivalent to the GS-07 obtained in the federal or private sector which demonstrates all of the following: (1.) ability to verify, interpret, and conduct basic quantitative analysis of large amounts of financial data using spreadsheet-based tools; (2.) ability to develop comprehensive, well-organized analytical reports that explain the industry's financial experience and highlight key findings; (3.) ability to apply knowledge of accounting, financial reporting, and cost accounting principles in the verification and interpretation of reported financial data; and (4.) ability to communicate with internal and external stakeholders at all levels by effectively tailoring communication and presentations to meet the needs of a wide range of audiences.
GS-9 level, you may qualify using one of the following options:
- master's or equivalent graduate degree
- 2 full years of progressively higher level graduate education leading to such a degree
or
- LL.B. or J.D., if related
Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must provide transcripts or other documentation to support your educational claims. GS-9: To substitute education for specialized experience, you must possess a master's or equivalent graduate degree or
2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; or you may combine specialized experience and graduate level education which totals at least 100 percent. (school transcript required by closing date)
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities.
