This position offers a broad range of rewarding work for candidates that seek meaningful use of their paralegal experience. The Employment Development Department (EDD)'s Legal Office supports EDD's mission of strengthening the economic vitality of Californians and their communities.

Under the general supervision of the Staff Services Manager II, the Senior Legal Analyst independently performs the full range of the most responsible, varied and complex paralegal duties and analytical work, including the review and processing of subpoenas, grand jury subpoenas, federal administrative subpoenas, and search warrants. The Senior Legal Analyst reviews and prepares written responses to requests for confidential information, researching and analyzing applicable statutory and regulatory provisions. The Senior Legal Analyst also represents EDD in small claims court cases, provides assistance to the Office of Attorney General and EDD attorneys with court and administrative hearing preparation, respectively, interviewing and preparing witnesses, gathering documentation, and drafting declarations, memorandum, and routine motions. The Senior Legal Analyst uses case management systems for gathering and tracking litigation information and discovery documents, and reviews and responds to Public Records Act requests. The Senior Legal Analyst also assists EDD attorneys with preparing and filing regulations with the Office of Administrative Law as well as monitors progress of legislation and regulations. The Senior Legal Analyst may also develop paralegal training material and train other paralegals and serve as a consultant to attorneys and others, and/or in a lead capacity over other paralegals.

As an experienced paralegal, the Senior Legal Analyst accomplishes assigned legal work on an expedited basis to meet strict, legally mandated deadlines with broad discretion and limited supervision; performs well under pressure and works cooperatively with attorneys, clerical staff, technical staff and the general public; communicates effectively both orally and in writing and in a professional, courteous, and productive manner; demonstrates good judgment and the ability to act independently, to work in a team environment, and to assume increased responsibility.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience in paralegal and analytical work
  • Demonstrated legal analyst skills and experience researching, interpreting, and applying laws
  • Experience reviewing and analyzing court filings, including subpoenas, search warrants, etc.
  • Experience handling Public Record Act requests, regulations, and/or legislative bill analyses
  • Strong verbal and written communication skills
  • Strong organizational skills and the ability to multi-task
  • Ability to work in a fast-paced office, perform multiple tasks with accuracy, assume high level responsibility, and exercise good judgment.
