CBJ Department of Law is looking for a new Assistant Attorney (Flex I/II)-Prosecutor to join our team!


This position is flexibly staffed. The level of the job offer will be based on the selected candidate’s qualifications. If hired at the lower level, the successful applicant will be promoted to the higher level upon meeting the minimum qualifications for the higher level, completing the training plan and demonstrating competency in the work as determined by the supervisor.

The Assistant Attorney I/II (Criminal Prosecutor) is within the partially exempt service and serves at the pleasure of the City Attorney.

The Assistant Attorney I/II performs a broad range of legal work including providing legal advice and litigating criminal and civil matters. The position focuses primarily on criminal prosecution and providing legal guidance to the Juneau Police Department, which is estimated to account for 95% of the duties.



ABOUT THE LAW DEPARTMENT

The mission of the Law Department is to empower policymakers by drafting, explaining, and enforcing the law. We are a collegial team that adapts to the needs of our clients and coworkers. We have a criminal prosecution division with two prosecutors and two paralegals/litigation assistants who prosecute around 1100 cases per year, and a civil division with three attorneys and one paralegal/litigation assistant who provide a range of legal services including legal advice to clients, drafting legislation, prosecuting civil suits, and defending client decisions. We also have an office manager who directly supervises the support staff and manages the department’s budget. The municipal attorney, who is appointed by the CBJ Assembly, supervises the attorneys and provides overall policy direction to the office.

Self-motivation to learn CBJ law (i.e. CBJC Title 42, 72, and Chapter 1.40), Alaska law (i.e. A.S. Title 11, 12, and 47), and the Alaska Court Rules is crucial, as the position will have a week to observe and learn some foundational knowledge before immersion in to case work, including arraignments, case screening, Rule 11 negotiations, and trials. 


The workload in the CBJ Law Department is fast-paced, nearly all paperless, and requires all attorneys to be computer savvy and quickly able to research relevant law and understand the relevant facts. A qualified candidate will have the ability to formulate well-reasoned arguments, be comfortable making quick decisions, and prosecute misdemeanor cases and noncomplex civil cases independently with minimal supervision. 



WORKING HOURS AND LOCATION

This position generally works Monday through Friday 8:00 a.m. – 4:30 p.m. The position also alternates being on-call every other week and attending court on every other weekend. We value work-life balance, so schedule flexibility exists to accommodate weekend court and completing time sensitive legal matters. The Law Department offices are located in downtown Juneau in the Sealaska Plaza Building directly across from City Hall. 

Typical Responsibilities


Typical responsibilities include the following:

  • Prosecuting misdemeanors and criminal infractions (e.g., assaults, driving under the influence, larceny, regulatory offenses, and code enforcement).
  • Participating in any court-directed program such as the Coordinated Resources Project (CRP).
  • Managing all stages of trial and appeal, including legal research, briefing, and oral argument.
  • Sharing 24/7 calls and weekend arraignments.
  • Assisting other City departments by answering legal questions and drafting legal opinions as needed.
  • Performing other related work as required.

Minimum Qualifications

Desired Qualifications
Positions in this class are partially exempt, but the following desirable qualifications are recommended: 

Assistant Attorney I - Range 322 - $117,000.00 - $120,889.60 Annually (DOQ)
Education: 

Juris Doctorate required

Experience: 

Experience as a legal intern or clerk is preferred. 

Other: 

Must be licensed to practice law in the State of Alaska and be a member in good standing of the Alaska Bar.

Assistant Attorney II- Range 32$133,328.00 - $137,779.20 Annually (DOQ)
Education: 
Juris Doctorate required

Experience:
Four (4) years of professional level legal experience as an attorney.

Other: 

Must be licensed to practice law in the State of Alaska and be a member in good standing of the Alaska Bar.

APSIN Clearance
Please be aware – this position works directly with CBJ systems that may include assistance with a department’s Alaska Public Safety Information Network (APSIN).  This requires the incumbent to submit to a pre-employment fingerprint based criminal history background check.  Due to the sensitive nature of this position, and required access to APSIN, an applicant with adult criminal convictions will not move forward in the recruitment and selection process. DPS will deny security clearance for any applicant who has been convicted of a felony or misdemeanor in this state or another jurisdiction, or who may be a fugitive from justice. Additionally, security clearance will be withdrawn if DPS discovers that material information was falsified or omitted at the time of the initial application for security clearance. Final offer of employment is contingent on obtaining DPS security clearance. Background Check Authority: AS 12.62 and 13 AAC 68.215
