The incumbent serves as the Equal Employment Opportunity (EEO) Manager for the VA Maryland Health Care System (VAMHCS), a Level 1b complexity facility and one of the largest medical centers within the Department of Veterans Affairs. VAMHCS is an integrated health care network comprised of three VA Medical Centers-Baltimore, Loch Raven, and Perry Point-and five Community-Based Outpatient Clinics located in Cambridge, Pocomoke, Glen Burnie, Fort Meade, and Eastern Baltimore County.
Duties Major duties include but not limited to: Supervisory Duties (25%) The incumbent serves as the Equal Employment Opportunity (EEO) Manager for VAMHCS with full supervisory authority over program staff, ensuring effective program operations and compliance with VA, OPM, and EEOC regulations. The incumbent supervises subordinate employees at the GS-12 grade level and below. The incumbent plans, assigns, and evaluates the work of all staff; sets priorities; and distributes workload to meet organizational objectives. The incumbent reviews the work of all three subordinates to ensure accuracy, technical soundness, timeliness, and compliance with governing policies and regulatory requirements. The incumbent provides daily guidance, feedback, and coaching, identifying developmental needs and implementing training plans that strengthen staff competency and enhance technical expertise. Supervisory responsibilities include approving leave, administering minor disciplinary actions, resolving workplace issues, and ensuring all supervisory documentation-such as performance standards, appraisals, and corrective actions-is completed in accordance with VA and HR policy. The incumbent also participates in recruitment and hiring activities, including interviewing and selection recommendations for EEO program staff. The incumbent provides authoritative interpretation of EEO laws, regulations, and policies to subordinate staff, ensuring consistency and alignment across program activities. The incumbent monitors internal and external trends, anticipating organizational needs and adjusting work assignments, priorities, and staff responsibilities accordingly. The incumbent supports succession planning, workforce development, and ongoing readiness of the EEO program. Policy Development and Compliance (15%) The incumbent develops, revises, and interprets EEO policies, procedures, and guidelines, particularly for complex or precedent-setting issues. Responsibilities include drafting new policies to address gaps, recommending changes to leadership, and ensuring alignment with federal regulations and VA directives. The EEO Manager provides expert technical advice on compliance matters, systemic barriers, and complaint resolution strategies. The incumbent monitors regulatory changes, updates internal guidance accordingly, and ensures the ADR program meets all VA and EEOC requirements. These duties require advanced analytical skills and the ability to translate legal and regulatory requirements into practical, actionable policies. Training and Education (10%) The EEO Manager designs and delivers comprehensive training programs for managers and employees on EEO-related topics, including ADR, reasonable accommodation, harassment prevention, complaints processing, and affirmative employment. Training initiatives are tailored to address organizational needs, regulatory updates, and emerging trends. The incumbent develops educational materials, conducts workshops, and evaluates training effectiveness to ensure knowledge transfer and compliance. Responsibilities also include advising leadership on integrating EEO principles into broader workforce development and leadership training programs. Complaint Processing and Resolution (15%) The incumbent manages internal and external discrimination complaint programs, including civil rights complaints. Duties include overseeing intake, conducting detailed analyses, and recommending resolutions in accordance with VA and EEOC requirements. The EEO Manager coordinates ADR and mediation processes, ensuring timely and effective resolution of disputes. The incumbent provides expert technical guidance on complex complaints and systemic issues, prepares case documentation, and ensures compliance with procedural requirements. Responsibilities also include monitoring complaint trends and implementing preventative measures to reduce recurrence. Stakeholder Engagement and Reporting (5%) The EEO Manager serves as the primary liaison with internal and external stakeholders, including unions, advocacy groups, VISN partners, and regulatory agencies. The incumbent represents VAMHCS at VISN and national EEO meetings, shares best practices, and supports enterprise-wide EEO initiatives. Responsibilities include preparing and submitting required reports, such as MD-715 and affirmative employment plans; analyzing trends to inform senior leadership on program performance; and developing strategies to address identified barriers. The incumbent ensures timely submission of reports and provides recommendations to improve program effectiveness.
