Legal Vice Presidency. In the context of the World Bank's broad development agenda, the Legal Vice Presidency (LEG), under the Senior Vice President and Group General Counsel (SVP-GC), is responsible for providing legal advice and support to internal and external Bank clients on operational, advisory, financial, administration, and institutional matters.
Department Context:
The Environmental and International Law Practice Group (LEGEN) provides support to internal and external Bank clients to promote environmentally and socially sustainable development, in accordance with Bank policies and relevant international legal requirements. LEGEN’s work program includes providing legal advice and services to the Bank’s Regions, Global Practices and other Vice Presidencies, on the operational aspects of environmental and international law in Bank-financed projects, including those on environmental and social safeguards; climate change; knowledge creation and knowledge sharing; and development of policies and procedures relating to environmental and international law, transboundary water law as well as the financing of activities in areas that may be in dispute between the Bank’s members. Environmental topics include environment and natural resource issues such as climate change, biodiversity, pollution, international waters and water resource management, as well as social issues such as resettlement and indigenous peoples.
Responsibilities and Accountabilities:
The Legal Analyst will play a key support role for the lawyers working on climate change and on environmental and social risk management. Working under the supervision of the Chief Counsel, LEGEN the Legal Analyst will:
1. Provide research, analytical support to the lawyers working on environmental and social risk management as well as climate change. Tasks will include:
(i) conducting first reviews of ESCPs for low and moderate risk projects as needed;
(ii) supporting the preparation of simple ERPA amendments;
(iii) organizing and maintaining advice provided by the team and Sharepoint, the Ops Portal, the LEGEN Safeguards mailbox, and other WB databases;
(iv) conducting research, reviews and surveys, e.g. locating relevant Bank and national policies and laws, press releases, reviewing videos, comparing ESCP/doc versions, identifying institutional precedents;
(v) retrieving and tracking court filings in cases of relevance to LEGEN in a variety of fora (US courts, other national courts, international tribunals); (vi) tracking and sharing with LEGEN relevant news alerts and updates on topics in our portfolio (including climate change, international law, accountability, E&S at other MDBs, key court decisions, regulatory developments);
(vii) drafting and soliciting agenda items for team meetings, and meetings with external partners as relevant, and keeping a record of decisions and action points.
2. Support LEGEN lawyers in liaising with internal and external clients and other stakeholders to deliver legal services (e.g. reviews, trainings, analyses, learning platforms). Tasks will include:
(i) editing and finalizing documents (e.g. memos, tables, analyses, reports);
(ii) coordinating, helping draft, and submitting funding proposals to WB Trust Funds, working with and coordinating outreach to external partners;
(iii) help plan and organize BBLs, events, workshops, trainings under guidance of lead lawyer;
(iv) research relevant courses for continuing education for team members;
(v) help draft, review, finalize, file, and search PPTs for LEGEN presentations;
(vi) maintain training database and materials for and from LEGEN (slides, recordings, guides, etc.)
3. Enhance the Bank’s engagement with internal and external practitioners and stakeholders on all aspects of LEGEN’s work. Help connect with networks of professional expertise on environmental and social risk management and climate change, help with ensuring that team members stay connected to these networks by identifying opportunities for collaboration.
4. Work across a wide range of Bank units as well as externally. The Legal Analyst will work and interact frequently with:
• Lawyers and managers in LEG VPU.
• Counterparts within Regional operational units, Vertical units including the Planet Vice Presidency, as well as corporate units including the Operations Policy and Country Services.
• Management and staff at HQ and in the field, as required.
