Covered California is looking for two Attorneys to join our Office of Legal Affairs. As an Attorney III you will:
Perform a variety of legal tasks that support the planning, implementation and operation of Covered California, with a primary focus on providing legal guidance in one of the following two areas: (1) to the Outreach and Sales Division and Covered California for Small Business (CCSB) program, the state’s health insurance marketplace for small businesses established under the Affordable Care Act; or (2) regarding Covered California’s administrative operations, including, but not limited to, providing legal guidance and consultation on, and legal review and approval of, Covered California contracts, purchasing services, facilities operations, and conflict-of-interest matters.
Tasks and duties of an Attorney III would include:
- Providing written and oral legal advice, statutory interpretations, and opinions on legal issues arising from Covered California operations and statutory duties.
- Consulting with, advising, and providing legal research and opinions to the Assistant General Counsel, senior leadership, management, and staff related to the more difficult statutory and regulatory requirements applicable to Covered California and its programs.
- Working closely with and directing private outside counsel and the Attorney General’s Office regarding legal advice and litigation.
These positions are headquartered in Sacramento County. Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. Travel expenses associated with commuting to the employee’s office headquarters location are not reimbursable, other than authorized transit subsidies.

Salary- $10,536 - $14,879/month

- Experience in analyzing, interpreting, and implementing court decisions, statutes, regulations, policies, and other legal authorities.
- Excellent legal research, written and oral communication, and analytical skills, including the ability to express statements of act, law, and argument clearly and logically tailored to diverse audiences.
- High degree of professionalism and interpersonal skills, exercising open-mindedness, diplomacy, flexibility, tact, and sound judgment.
- Ability to build and maintain positive and effective relationships with staff, management, and external partners.
- Ability to prioritize workload, manage multiple projects, and produce high quality work in short timeframes.

Working Conditions
This position may be eligible for telework. In accordance with Government Code section 14200, only employees who reside in California are eligible for telework. The amount of telework is at the discretion of the Department and based on Covered California’s current telework policy. While Covered California supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises, as determined by the Department.
