Position and Salary
 
The Attorney General’s Office is recruiting for multiple permanent full time Paralegal 2 positions in the Complex Litigation Division. These positions may be located in either Tumwater, Tacoma, or Seattle, Washington and are represented by the Washington Federation of State Employees (WFSE).

Paralegal 2 (Range 55) salary range: $59,844 - $80,460 (Effective 7/1/2024)
 
The base pay offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.

 The following stipends may apply based on position requirements:

  • Incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend.  
  • Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend.

About the Complex Litigation Division:
The Complex Litigation Division is comprised of 26 Attorneys, 12 Paralegals, 7 Legal Assistants, 1 Administrative Office Manager, 1 Investigator, and 1 Legal Office Assistant.

The affirmative litigation in which members of the Complex Litigation Division may participate includes cases similar to Washington v. McKesson Corp. and Washington v. Johnson & Johnson, two of Washington’s lawsuits related to the opioid epidemic; Washington v. Meta (Facebook), a campaign finance enforcement action against Meta/Facebook related to its political advertisements; Washington v. JUUL, a consumer protection lawsuit challenging the e-cigarette company’s targeting of underage consumers; and innovative financial institution litigation focused on recovering the state unemployment benefits stolen during the pandemic.
 
The defensive litigation in which members of the Complex Litigation Division may participate includes cases defending the constitutionality of state statutes and class action litigation brought against state agencies. These cases may be similar to the many state and federal cases challenging the constitutionality of COVID-19-related emergency proclamations issued by Governor Inslee and the Legislature; Wahkiakum School District v. Washington, an action seeking to require funding of school building construction; and Mitchell v. Atkins, a challenge to the constitutionality of a voter-approved gun control initiative. The Division also fulfills a leading role for the Office in the enforcement of the tobacco Master Settlement Agreement.
 
Duties and Essential Functions of a Paralegal 2:
Paralegal 2s, under the supervision of either Paralegal 3s or an Assistant Attorney General, function at a high level of independence in performing complex substantive paralegal work which, absent the paralegal, would be performed by an Assistant Attorney General. This work includes legal research in selected areas, shepardizing cases, analyzing case fact situations for legal issues identification and development of legal strategy.  In addition, may act as lead worker or coordinate projects involving other paralegals or clerical support staff.
 
   Typical duties may include, but are not limited to:
 
  • Utilize databases for tracking documents, pleadings, depositions and other legal documents; this includes the ability to use or modify existing computer databases or work with Information Systems staff to create new computer programs for setting up databases for major cases;
  • Prepare and make recommendations to attorney for depositions, including research of witnesses, selecting and organizing exhibits and documents, and outlining questions;  
  • Analyze case fact situations of significant complexity for legal issue identification and development of legal strategy;  
  • Assist in trial preparation, settlement negotiations and at trial with management of witnesses, documents, exhibits, and courtroom aids.
  • Negotiate under attorney supervision, settlements of routine cases of differing or recurring legal concepts;

Ideal Candidate Profile
 
Qualifications:

Combination of four years of experience* through: 

  • Paralegal certification
  • Two-year paralegal degree
  • Paralegal plus (or nine-month paralegal, post BA) certification,

and/or

  • Paraprofessional experience in support of an attorney

OR

  • Three years’ experience as a Paralegal 1 in Washington State Service.

You may have gained applicable paraprofessional experience through previous Paralegal or Legal Assistant work.

Examples of paraprofessional experience in support of an attorney:

  • Preparing legal pleadings and legal correspondence
  • Ensuring and verifying timely and proper service of legal documents
  • Calculating, verifying, and calendaring critical events and other dates
  • Managing case documents, files and exhibits
  • Tracking and organizing discovery documents
  • Researching legal issues and verifying legal citations and references for accuracy
