SALARY GRADE: Grade 21

This position is time-limited, grant funded, full-time. Funding for this position will end on September 30, 2028.

Staff will support the judicially managed accountability and recovery courts (JMARCs) across the state. The successful candidate will have expertise (including lived expertise) to provide technical assistance and training to our growing adult criminal, DWI, mental health and veterans JMARCs. Working with the Court Management Specialist II, staff will develop and implement a robust action plan to promote practice within the operational adult and veterans’ recovery courts reflective of the Adult Treatment Court Best Practice Standards and other national practice guidelines.

Duties include, but are not limited to, the following:

  • Provide technical assistance to court staff and court teams to increase effectiveness, efficiency, and quality of JMARC programs/services.
  • Consult with trial court staff and court teams to plan, develop and implement recovery court programs/services.
  • Conduct quality assurance visits, observe, interview, and review information and records to recommend improvements based on best practices and research, and prepare written reports.
  • Disseminate and discuss information on best practice models.
  • Analyze local and statewide data to understand patterns of practice to support program improvement and determine technical assistance, training, and policy needs and prepare written reports.
  • Communicate with court staff as needed to address operational challenges and solve problems.
  • Assist in developing a strategic training plan and coordinate training for court officials, court staff, and other JMARC stakeholders including probation, treatment, and child welfare professionals.
  • Assist court officials to screen and interview staff or specialty courts and specialized services as requested.
  • Present information and lead discussion at local advisory committee/planning committee meetings.
  • Provide on-site support and training to new recovery court staff and team members as needed.
  • Mediate disputes and resolve conflicts at the local level.
  • Interpret AOC minimum standards and policy documents to court staff and recovery court team members.
  • Collate and disseminate information to the public and interested parties on specialty courts and specialized services.
  • Present information and coordinate team projects at program staff meetings.
  • Serve as member on various interagency committees.
  • Perform other duties as assigned by Court Management Specialist II.

  • $62,771 - $82,310/year
Qualifications

Knowledge, Skills and Abilities / Competencies

Knowledge of: the criminal justice system; adult, juvenile, and family court practices and policies; collaborative practice among criminal justice and human service systems; best practices and evidence-based research regarding substance use and mental health treatment; the NC treatment and social service delivery system; and offender case management. Candidates with a background in policy development, conflict resolution, group facilitation, consensus building, community networking, partnership development, program evaluation, grant writing and management, and program development preferred.

Skills in: communicating technical information to judges and court staff; organizational and program development; consulting with court staff regarding best practices; coordinating training or court officials and court staff; negotiating the development of new specialized court programs and services between the AOC, trial court judges, and other agency representatives; identification of measurable program/service outcomes; time management, and multi-tasking in administration.

Ability to: analyze and evaluates specialty court/specialized services for improvement and initiating new court services and programs; assume facilitative role for new projects, programs, and services; make oral and written reports and presentations using computer software; interact over a wide range of open-ended issues with elected officials; interpret standards, guidelines and best practices for specialized court programs and services.

Minimum Education and Experience Requirements

Bachelor’s degree in psychology, sociology, social work, criminal justice or related field, and three years of combined experience in the criminal justice or social services fields or a master’s degree in court administration, human services, or public administration and one year of experience in court administration or related program administration and, any additional requirements set forth in Article 7A-494 of the General Statutes if applicable to the position.
