Job Description

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a EQUAL EMPLOYMENT MANAGER (TITLE 5), Position Description Number T5047P01 and is part of the HI JFHQ ARMY, National Guard. LOCATION: Joint Force Headquarters, Human Resources Office, Hawaii National Guard, Honolulu, Hawaii

Duties SUMMARY OF DUTIES: The position's purpose is to provide guidance and advice to the Adjutant General, senior commanders and managers on statutory requirements relating to the entire EEO program. The SEEM is the principal point of contact (POC) with the National Guard Bureau's Office of Equal Opportunity Compliance (NGB-EEC) and the local district office of the Equal Employment Opportunity Commission (EEOC). Serves as principal advisor to the Adjutant General and manages the Equal Employment Opportunity program to include Special Emphasis Programs, the Affirmative Employment Plan, Alternate Dispute Resolution, and Complaints Processing System for the Army and Air National Guard population of the state. Prepares and coordinates the implementation of the State Affirmative Employment Plan. Reviews Human Resources policies and programs to determine barriers, if any; advises the Adjutant General relative to their impact on National Guard policy to overcome under representation of minorities and women; and recommends changes or new actions to the Adjutant General, Chief of Staff, and Human Resources Officer. Conducts meetings both on and off the National Guard installation with community outreach organizations in the interest of improving equal employment opportunity/diversity initiatives and relationships. In conjunction with the State HR/EO and MEO Officers, coordinates and assists in the development of ARNG EO and ANG MEO military programs and affirmative action plans. Counsels employees and applicants who believe they have been discriminated against; insures the timely, fair and impartial consideration and disposition of complaints; maintains and secures all documents pertinent to informal and formal complaints. GENERAL EXPERIENCE: Administrative, professional, investigative, technical or other type of experience which demonstrates ability to meet and deal effectively with persons of different ages, races, and economic and education background; to collect and assemble pertinent facts, and to prepare clear and concise written reports. SPECIALIZED EXPERIENCE: 1-year specialized experience must be equivalent to at least the next lower grade (GS-11). Specialized experience is experience, education or training involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Equal Employment Opportunity to the unique organizational, management, and mission requirements. Experience assisting in the development of Equal Employment Opportunity policies and procedures. Experience advising management on Equal Employment Opportunity principles and practices. OTHER REQUIREMENTS: For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. CONDITIONS OF EMPLOYMENT & NOTES: 1. The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment. *2. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 3. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. NOTES TO CANDIDATES: a. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. b. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons: Dismissal from employment for delinquency or misconduct; Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct; Intentional false statement or deception or fraud in examination or appointment; Habitual use of intoxicating beverages to excess; Reasonable doubt as to the loyalty of the person involved to the Government of the United States; Any legal or other disqualification which makes the individual unfit for service; Lack of United States Citizenship. i. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center.
