The Oklahoma Water Resources Board is a state agency responsible for overseeing the complex mission of managing, monitoring, planning for and financing the state's water resources and infrastructure towards reliable future supplies that support strong communities, commerce, and the environment. The agency is seeking a full-time Legal Assistant to join our family of professionals in delivering exceptional services and expertise to Oklahomans.
Position: Legal Assistant
Division: Administrative
Section: General Counsel Office
Location of Work: 3800 N. Classen Boulevard; Oklahoma City, OK 73118
Trial Period: 12 months in accordance with (OAC) 260:130-19-30
Travel: Occasional overnight travel maybe required.
Description of Work Duties:
The Legal Assistant must handle confidential work with tact and discretion and provide a wide variety of support services for the Office of General Counsel, including but not limited to:
Docketing all hearings, court appearances and document filing deadlines;
Creating and maintaining all litigation, project, and hearing files, and maintaining a Litigation Report and docket sheets of all active cases;
Preparing drafts of routine documents to be filed in court, ensuring final execution of documents and proper filing by mail or other service;
Exercising good judgment in interpreting and applying rules and policy;
Act as hearings clerk for administrative hearing examiner; manage and maintain all hearings files; coordinate with action division to schedule hearings and witnesses; attend hearings as assigned to assist hearing examiner in recording hearings and maintain exhibit lists; and prepare all administrative records (including all documents, exhibits, transcripts, etc.) for transmittal to court;
Coordinate with agency personnel to prepare draft contracts for submittal to appointed members of the Board at their monthly meetings;
Prepare drafts of all documents relating to formal rulemaking pursuant to the Administrative Procedures Act and Office of Administrative Rules and file all finalized documents as necessary in a timely manner;
Assists and provides backup services for agency Executive Secretary as needed, included but not limited to support services for Executive Director and coordination and preparation of agency meeting agendas and execution of business items such as contracts;
Coordination of Open Records Act compliance for the agency;
Provides backup services for agency receptionist as needed.
Knowledge, Skills, Abilities and Competencies
Knowledge, Skills, and Abilities required at this level include knowledge of guidelines for the preparation and filing of legal documents; of business communications; of trial and court procedures; of references used in legal research and writing; of legal terms and definitions; of modern office procedures; and of public relations. Ability is required to type accurately from plain copy at a rate of fifty words per minute; to prepare complex legal documents and forms; to deal with the public; to exercise judgment in interpreting and applying rules, laws and policies concerning the preparation and filing of legal documents; to handle confidential work with tact and discretion; to communicate effectively, both orally and in writing; to establish effective working relationships with others; and to create, update and revise databases used to track the status and deadlines associated with legal files.
Education and Experience:
Level III
Education and Experience requirements at this level consist of three years of experience performing a variety of complex clerical and typing work PLUS two years of experience as a legal secretary; or an equivalent combination of education and experience.
