Job Description

The Investment Company Institute (ICI) is the leading global association representing the asset management industry in service of individual investors. Position Summary 

ICI is seeking an Assistant Chief Counsel based in the Washington, DC office to play a central role in advancing its global policy agenda, with a particular focus on international standard-setting bodies, including the International Organization of Securities Commissions and the Financial Stability Board. 


This role sits at the intersection of global regulatory policy, legal analysis, and strategic advocacy. The Assistant Chief Counsel will support the development and articulation of ICI’s positions on cross-border regulatory initiatives affecting regulated funds and asset managers and will contribute to shaping international policy discussions on issues such as financial stability, market structure, liquidity risk management, and digital finance. 

Working closely with the Chief Counsel and the broader Global Affairs team, the successful candidate will engage directly with global policymakers and ICI members to ensure that international frameworks reflect the realities of regulated fund structures and support efficient, well-functioning capital markets. 

This position offers a unique opportunity to shape global regulatory policy at the highest levels. The Assistant Chief Counsel will contribute directly to international policy debates and help ensure that the perspectives of regulated funds and long-term investors are reflected in evolving global standards, best practices and guidance. 


Key Responsibilities 

  • Lead and support ICI’s engagement with international standard-setting bodies, including IOSCO and the FSB, and monitor related policy developments. 
  • Analyze and interpret global regulatory initiatives affecting asset management, translating complex proposals into clear implications for ICI members. 
  • Develop and advocate ICI policy positions through comment letters, consultation responses, technical papers, and direct engagement with regulators and policymakers. 
  • Contribute to ICI’s thought leadership on global regulatory issues, including financial stability, liquidity, valuation, and cross-border fund distribution. 
  • Support the coordination of ICI’s global advocacy strategy across jurisdictions, ensuring consistency and alignment in policy messaging. 
  • Engage with ICI members to build consensus positions, drawing on diverse perspectives across global firms. 
  • Represent ICI in meetings, roundtables, and working groups with international regulators and industry stakeholders. 
  • Collaborate with ICI Research, Government Affairs, and Communications teams to support data-driven advocacy and effective external engagement. 
  • Contribute to the planning and execution of ICI Global events, committees, and senior-level roundtables. 

Qualifications and Experience 

  • J.D. degree and membership in a state (or DC) bar, or equivalent legal qualification in a relevant jurisdiction. 
  • At least 5 years of relevant experience in financial regulatory policy, asset management, or international affairs, gained in government, private practice, industry, or a trade association. 
  • Familiarity with international regulatory fora and institutions, particularly IOSCO and the FSB. 
  • Understanding of regulated fund structures and frameworks (e.g., UCITS, U.S. registered funds-mutual funds, ETFs, CITs, etc.) and asset management operations. 
  • Strong analytical and legal skills, with the ability to synthesize complex regulatory issues into clear and actionable insights. 
  • Excellent written and oral communication skills, including experience drafting policy papers, comment letters, or regulatory analyses. 
  • Demonstrated ability to engage with senior stakeholders and build consensus across diverse groups. 
  • Strong organizational skills and the ability to manage multiple priorities in a fast paced, global environment. 
  • Willing to travel internationally and work across time zones.
