Procurement Division The selectee of this position serves as a Supervisory Contract Specialist. You will be responsible for serving as a representative of management, an Assistant Chief serves in a leadership role as the first line supervisor over Contract Specialists, Contracting Officers, and staff that support the Procurement Division.
Duties As a Supervisory Contract Specialist at the GS-1102-14 level, some of your typical work assignments may include:
- Planning, developing, and establishing the best contractual strategy for an acquisition, soliciting responses from contractors, performing detailed analysis, negotiating, and awarding different types of contracts.
- Planning work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
- Providing advice, counsel, or instruction to employees on both work and administrative matters.
- Interpreting acquisition regulations and policies within the Federal Acquisition Regulation (FAR) and Justice Acquisition Regulation (JAR), while working under minimal supervision of the Procurement Chief, and exercising reasonable initiative and independent judgment throughout the procurement process.

- $107,446 - $139,684/year

This position requires acquisition certification at the highest level to be able to earn and maintain an unlimited warrant in support of the organization.
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
GS-14 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
You may qualify at the GS-1102-14 level, if you fulfill the following qualifications:
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you meet the Basic Requirements, and possess the Specialized Experience for the respective grade level to which you are applying.
Basic Requirements:
A. Must have successfully completed all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: Applicants must submit a copy of their transcripts for verification.
OR
B. Must have an exception to this requirement based on the following: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, you will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. (You must submit a copy of your SF-50(s) to verify).
AND
In addition to the Basic Requirements for the GS-14 listed above, applicants must also possess the following Specialized Experience to be considered minimally qualified:
Specialized Experience: You must have at least one year (12-months) of full-time specialized experience at or equivalent to the GS-13 grade level in the Federal Service performing duties which include the following:1.) Planning, developing, and establishing of the best contractual strategies in support of the agency's requirements;2.) Planning and coordinating work to be accomplished by subordinates to include setting priorities; and3.) Preparing applicable documents to execute contractual actions.(NOTE: Your resume must CLEARLY demonstrate this experience).
Applicants may not qualify for this position based on education in lieu of specialized experience at the GS-14 grade level.
