Interim HR Manager - District Attorney’s Office

Work Out of Class Opportunity

 This full time Work Out of Class assignment is anticipated to last for 6 months, but could be extended for up to 1 year. 

The Multnomah County District Attorney’s Office (MCDA) is seeking a knowledgeable, strategic, people-centered human resources (HR) leader to join a high-performing team in one of Oregon’s most visible public law offices. This is a unique internal opportunity for a skilled HR leader who is motivated by public service and committed to equity, innovation, and excellence to grow their career. As the Interim HR Manager (HR Manager 2) for MCDA, you will leverage your HR expertise to lead all HR functions and initiatives, focusing on both day-to-day organizational needs and longer-range strategic leadership. You will collaborate with MCDA senior leadership to develop and implement comprehensive HR strategies that align with and enhance MCDA’s goals. This collaboration will emphasize key areas such as fostering a positive and productive organizational culture, promoting supportive employee relations, and effective recruitment &  retention programming. 

Responsibilities in this role will include:

  • Strategic HR Leadership: Partner with the MCDA leadership and Central HR to develop and implement proactive and innovative HR programs, processes, and systems that enhance the experience and engagement of employees and strengthen the talent bench and support future organizational needs.

  • HR Consultation Expertise: Advise and consult across HR disciplines, including employee and labor relations, recruitment and retention, and performance management, work plans, and conducting formal and informal disciplinary actions.

  • Change Management: Provide leadership that cultivates a continuous improvement organization focused on streamlining processes and promoting a culture of customer service.

  • Diversity and Inclusion: Foster initiatives that promote diversity, equity, and inclusion across the organization, creating an environment that values diverse perspectives and experiences.

  • Employee Relations Expertise: Research questions requiring interpretation of rules, labor contracts, employment laws. Work with classification and compensation, labor relations, unions and county attorneys to develop action plans.

  • Union Bargaining: Actively participate in collective bargaining sessions with union representatives. Collaborate with Senior Leadership and Labor Relations to develop bargaining strategies, proposals, and counter-proposals that align with the organization's goals and financial constraints.

Minimum Qualifications/Transferable Skills:

  • A Bachelor's Degree - in lieu of a degree, we will consider equivalent years of related experience

  • Three years of progressively responsible Human Resources experience

  • Candidates must successfully pass a thorough criminal background check and post -offer urine drug screen.

Work Location: This role will be based primarily at the Central Courthouse - 1200 SW 1st Ave, Portland OR 97204 - with the expectation of onsite work except ad-hoc telework.
