Job Description

This position is located in the Investigations Division, Office of the Inspector General (OIG), in Washington, DC. The mission of the OIG is to detect and deter fraud, waste, abuse and misconduct in the Department of Justice (DOJ). In addition, the OIG assists DOJ managers in promoting integrity, economy, efficiency, and effectiveness of DOJ programs and operations.

Duties

The Deputy Assistant Inspector General (DAIG) for Investigations (INV) Division is a member of the Senior Executive Service (SES) and an integral part of the IG's senior staff. The DAIG for INV is responsible for the day-to-day operations of the Office of the AIG/I and the direction of the Headquarters and regional office staff. This includes the following responsibilities:

  • Investigates complaints or information concerning possible violations of laws, rules, and regulations or of mismanagement, gross waste of funds and abuse of authority. Establishes criteria, in accordance with generally accepted investigation principles and techniques for the documentation and reporting of the results of all authorized investigations.
  • Directs the preparation of reports on conditions disclosed by investigations of allegations and makes recommendations regarding their ramifications, correction, and further prevention.
  • Monitors disposition of report findings to ensure proper action. Keeps the AIG/I informed on significant investigative findings and establishes controls to ensure that appropriate follow-up is taken.
  • Provides staffing and direction for the conduct of OIG internal investigations.
  • Prepares summaries of investigative findings and activities used in preparation of the IG's semiannual reports to Congress and the Attorney General. Summaries cover, but are not limited to, such items as significant problems, abuses and deficiencies disclosed by investigation of the programs and operations of the Department and recommendations for corrective action.
  • Analyzes investigation operations and productivity of components of the Investigations Division and develops, recommends, and/or institutes new or revised policies, procedures or guidelines governing the conduct of investigations. Manages investigation resources to ensure effective, efficient, and economical use of travel, overtime, etc.
  • Compiles statistics and other evaluative data to measure operational and investigative effectiveness and results. Continuously re-examines strategy, trends, and personnel requirements to make recommendations to the AIG/I regarding reallocation of resources. Conducts management oversight to ensure division compliance with the policy and directives involving investigative operations and activities.
  • Identifies deficiencies in the investigative program and ensures that they are corrected and that optimum investigative results are obtained. This includes identification of problems involving resources or procedures and, in those instances, where necessary, refers to the AIG/I, the Deputy IG, or the IG, with appropriate recommendations. These decisions are based upon experience and knowledge and are referred either by oral or written communication.
  • Represents the division in conferences and meetings with other law enforcement organizations and other agencies to discuss items of mutual interest.
  • Carries out EEO policies, practices and procedures by ensuring that personnel are not discriminated against because of race, color, national origin, sex (including gender identity, sexual orientation, and pregnancy), age, disability, genetic information, or religion.
  • Communicates support of these policies to subordinates.

Salary
  • $151,661 - $228,000/year

Qualifications

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

MTQ 1: Federal Investigations and Investigative Oversight
Demonstrated expert knowledge of federal investigative principles, authorities, methodologies, and practices sufficient to direct complex investigations and investigative surveys involving allegations of violations of law, fraud, abuse, waste, mismanagement, and abuse of authority; establish investigative standards and controls; evaluate investigative findings; and develop recommendations for corrective action and prevention.

MTQ 2: Investigative Program Management and Operations
Demonstrated expert knowledge and experience managing complex federal investigative programs, including developing investigative strategies and operational plans; evaluating investigative performance and workload; managing staffing and financial resources; establishing and implementing policies, procedures, and controls; and using investigative data and trends to assess program effectiveness and recommend improvements and resource allocations.

EXECUTIVE CORE QUALIFICATIONS (ECQs):In addition to the Mandatory Technical Qualifications listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and MTQs, you may not receive further consideration for the position.

There are five ECQs:

  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: Applicants who are a current member of the SES, have SES reinstatement eligibility, or have completed the SES Candidate Development Program (CDP) and have had their ECQs certified by OPM must attach proof of eligibility for noncompetitive appointment to the SES (e.g. SF-50, QRB Certificate, etc.) as part of their application.

ADDITIONAL QUALIFICATION REQUIREMENTS


Firearms: Criminal investigators are required to carry a firearm while performing duties of this position. Maintaining firearm proficiency is mandatory.

Motor Vehicle Operation: You must possess a valid automobile driver's license at the time of appointment.

Age: Applicants must be at least 21 years of age. The day immediately preceding an individual's 37th birthday will be the last day to be referred for selection consideration. However, the age restriction may not apply if you are a preference-eligible veteran or if you are currently serving or have previously served in a federal civilian law enforcement position covered by 5 U.S.C. § 8336(c) or 5 U.S.C. § 8412(d).

Medical Examination: Individuals must meet the established medical standards and/or physical requirement for the position, proving they are medically and physically capable of performing the essential job functions and duties of the position safely and efficiently. A medical examination will be conducted. Any disease or condition that may potentially interfere with the safe and efficient performance of the job's duties or training may constitute grounds for medical disqualification. Medical qualification determinations will be made on a case-by-case basis. If additional medical information is recommended beyond that provided at the pre-employment examination, it is provided at the expense of the tentative selectee.
