Description

The Public Finance Division of the Municipal Branch of the Los Angeles City Attorney Office provides advice and legal representation to the Mayor, City Council and its Budget and Finance Committee, the City Administrative Officer (CAO), the Office of Finance, the Controller, the Treasurer, the Bureau of Sanitation and other City departments regarding municipal revenue matters, municipal tax collection and litigation, bankruptcy matters, Federal and State tax compliance matters, the City of Los Angeles 457(b) Plan and other employee benefits matters, as well as bond/debt matters of the City (including bond issuance, administration, disclosure and tax matters) and other financial issues.

Duties and Responsibilities

The attorney assigned to this position will provide advice to the Office of Finance by evaluating and resolving taxpayer offers to settle tax assessments through the City’s Settlement Bureau.  Responsibilities include negotiating settlements, drafting settlement agreements and related contracts, and preparing written reports and recommendations for City Council approval when required. The position also conducts legal sufficiency review of Board of Review determinations, handles collections litigation in the Superior Court, provides legal advice and representation on municipal tax and revenue issues, and performs other duties in support of the Office of Finance as assigned.

Additional responsibilities include the preparation of related ordinances for municipal financings, opinions related to municipal financings, City Council Reports, and other documents relating to municipal bond financings and municipal finance matters and other related duties as assigned.

Requirements

Applicants for this position must have a license to practice law in all of the courts in the State of California. Additional requirements include:

  • At least 5 years of litigation experience, as well as demonstrated skills in legal research and writing;
  • Knowledge of and experience with laws related to municipal taxation;
  • Excellent oral and written communication skills;
  • Ability to work as a team member with City staff and external counsel.


Desired Qualifications

The following qualifications are desirable:

  • Knowledge of and experience with California and Federal taxation
  • Knowledge of and experience with the Brown Act and the conduct of public meetings; 
  • Knowledge of and experience with the California Public Records Act; and
  • Experience providing legal advice to public agencies and/or regulatory agencies, and public officials

Supplemental Information

Current Location

City Hall East, 200 N. Main Street, Los Angeles. Position is subject to assignment at any location of the Office of the Los Angeles City Attorney.


Probation

Appointment to this exempt position (non Civil-Service) will be subject to a two year probationary period as required by Section 1050 of the City Charter. Successful completion of the two year probationary period will result in tenure with the office.


Classification

For internal applicants only – Placement in this position will initially be as a lateral transfer with the selected candidate assuming the position in their current classification.
