Job Description

Duties

Leads BOP’s Cloud Engineering Section to enable the transition of legacy information technology (IT) systems to the BOP’s cloud platforms and the overall support and maintenance of existing cloud technologies.

Responsible for establishing and implementing risk-management procedures for BOP’s cloud initiatives to ensure proper risk management techniques are applied to all new or modified computer systems and/or applications.

Conducts technical network vulnerability and risk assessments. Ensures the confidentiality, availability, and integrity of BOP’s cloud initiative through full compliance with the Federal Information Security Management Act, related National Institute of Standards and Technology (NIST) standards, and Department of Justice (DOJ) and BOP IT security policies and standards.

Serves as the subject matter expert related to the implementation of BOP cloud security policy, controls, guidelines, and procedures for systems processing multiple applications that require differing and conflicting security controls, and that are typically accessed by a large-distributed user community.

Oversees and leads the day-to-day direction and management of cloud engineers and the activities associated with secure Enterprise Cloud Services, cloud architecture and configuration, customer onboarding, and governance processes. Provides technical supervision to team members, furnishing guidelines as to administrative policy, and providing technical guidance.

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Basic Requirements:

Education: There is no substitution of education for specialized experience at this grade level.

Experience: You must have IT related experience demonstrating each of the four competencies listed below.

  • Attention to detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience:

You must have one year of specialized experience at the next lower grade level. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Some examples of this qualifying experience are:

  • Experience that demonstrates the ability to lead enterprise-level cloud transformation initiatives including overseeing the migration of legacy IT systems into secure, scalable, and compliant cloud platforms. The candidate has directed cross-functional teams of engineers through planning, design, configuration, and implementation phases to ensure seamless modernization efforts. These initiatives consistently ensured alignment between technical requirements and agency objectives while applying best practices in cloud architecture, governance, and operational efficiency. Outcomes included reduced infrastructure costs, improved service availability, and strengthened support for mission-critical functions.
  • Experience in developing and managing cloud-based programs by successfully overseeing the design, deployment, and integration of enterprise cloud services that support diverse business units. The candidate has coordinated the implementation of cloud architectures such as virtual environments, cloud native applications, and distributed storage and compute resources to expand agency capabilities. This experience includes establishing governance processes to standardize operations, supporting efficient customer onboarding, and implementing strategies that reduce duplication and enable technology reuse. In addition, the candidate has ensured compliance with FISMA and NIST standards by conducting risk assessments and guiding the adoption of secure, resilient, and scalable cloud solutions that meet mission and business requirements.
  • Experience with leading cloud engineering teams using technical direction and supervisory oversight. The candidate has overseen the deployment, optimization, and maintenance of cloud-based servers, storage, and networking components while ensuring enterprise environments remain efficient, reliable, and secure. Responsibilities have included guiding engineers through complex troubleshooting, system upgrades, and performance optimization, as well as coordinating long-range planning and resource allocation to support evolving mission requirements. This blended focus on technical problem-solving, and leadership ensures cloud initiatives consistently deliver innovative, scalable solutions while maintaining workforce development and team effectiveness.
