The primary purpose of this position is to serve as the HQ Air Force Reserve Command's Chief, Equal Opportunity Programs providing enterprise oversight, authority, management, and key advisory services on all aspects of AFRC's Military Equal Opportunity, Equal Employment Opportunity, Alternate Dispute Resolution, Human Resource Development, and Disability programs.
Duties
- To organize and direct program operations, technical guidance, and management advisory services.
- Program evaluation.
- Program operations, technical guidance, and management advisory services: Advises the MAJCOM Commander on EO matters (trend analysis).
- Program development.
- Performs personnel supervisory/management responsibilities.
- $106,437 - $138,370/year

- Incumbent is required to maintain confidentiality of civilian EEO complaint information, case files, interviews, etc., that pertain to the EO office.
- Incumbent must have successfully complete the Defense Equal Opportunity Management Institute (DEOMI) Equal Opportunity Advisor Program (EOAP) as well as the basic EEO Counselors, EEO Specialist, and Special Emphasis Program manager courses.
- Upon hiring into the position, incumbent must be a certified mediator through completion of mediation training and maintain certification through annual refresher training.
- The employee will be required to obtain and maintain a Secret security clearance.
- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M,
- The incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
- Failure to receive the proper IA certification may result in removal from this position.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes 1) Providing knowledge of DoD, Air Force, MAJCOM, federal law, executive orders, and local directives pertaining to Equal Opportunity (EO) programs. 2) Using knowledge and general understanding of Air Force organizational and federal personnel structure and functions. 3) Applying knowledge and practical understanding of organizational and human relations behavior. 4) Gathering facts and using non-judgmental and effective analytical and evaluation methods to accurately assess information and make sound decisions. 5) Providing knowledge of safety and security regulations, practices, and procedures. 6) Planning, organizing, and directing the functions and staff of an organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:1. Expert knowledge of military and civilian equal opportunity and affirmative employment policies, programs, their mode of operation, theories, principles, procedures, and practices as well as the nature and causes of institutional barriers to equal opportunity and methods of identifying and defining unlawful discrimination through systematic fact-finding or investigation.
2. Comprehensive knowledge of the full range of Federal military and civilian HR affirmative employment, recruitment, placement, and equal employment opportunity principles, concepts, practices and analytical techniques.
3. Broad in-depth knowledge of DoD, Air Force, MAJCOM, federal law, executive orders, and local directives pertaining to Equal Opportunity programs.
4. Thorough knowledge and overall understanding of Air Force organizational and federal personnel structure and functions.
5. Skill in establishing and maintaining effective relationships; building consensus and coalitions; negotiating complex issues; gaining key cooperation from others through tact, courtesy, and diplomacy; and resolving conflicts with a variety of individuals and organizations.
6. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and packaging the entire process in oral briefings, papers, or reports suitable for top management's use and decision-making.
7. Skill in applying judgment in interpreting complex factual situation in light of laws, regulations, and precedent decisions governing Equal Employment Opportunity (EEO) & Alternative Dispute Resolution (ADR) programs to identify and solve complex problems.
8. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
9. Ability to communicate effectively both orally and in writing expressing ideas and concepts and establishing and maintaining effective and positive working relationships.
