Position Summary:

The Regulatory Attorney will work with the member organizations within the Hartford HealthCare system on regulatory matters related to a transaction, regulatory enforcement, and health care compliance matters, including licensing issues, Connecticut Certificate of Need, OEMS and other administrative proceedings, and healthcare regulatory law. Handling a wide spectrum of issues involving the development of new and existing business services, facilities, and equipment, the Regulatory Attorney will provide counsel on regulatory matters and handle regulatory enforcement matters, such as surveys and investigations by the Connecticut Department of Public Health, CMS, DEA, the Connecticut AG’s office, OEMS, NRC, and other state and federal agencies. The Regulatory Attorney will work in a collaborative environment in service to the mission of a growing healthcare system.

Key Accountabilities:

  • Provide advice and guidance to market and clinical business units on regulatory, compliance, and industry developments, including the proactive identification and assessment of regulatory and compliance risks and the ongoing monitoring and tracking of relevant regulatory and compliance updates
  • Advise senior management, managers and physicians on state and federal laws and regulatory agency guidelines in matters relating to new and existing service lines, operational and other areas of regulatory compliance (including, but not limited to billing and reimbursement fraud, waste or abuse; and privacy/cybersecurity)
  • Conduct or assist in conducting internal investigations relating to compliance with state and federal laws and regulations
  • Provide legal analysis and advice concerning health care regulatory compliance, physician-hospital relationships, and a wide variety of healthcare business and operational issues, including revenue-cycle matters
  • Interact with the management team as well as with external representatives of the legal system, regulatory agencies, governmental entities, and others.
  • Advise on the impact of health care laws and regulations governing the range of providers in Hartford HealthCare’s delivery system (including hospital, assisted living, pharmacy, laboratory, radiology, psychiatric health facility, hospice, home health, continuum and medical office), as well as regulatory and compliance enforcement matters affecting providers and the HHC System Support Office
  • Advise delivery system leadership and frontline staff on health law and regulatory issues impacting day-to-day care of patients in HHC facilities, including consent, bioethics, privacy and security (including mental health and chemical dependency providers), medical device/ pharmacy regulation, EMTALA and Medicare/Medicaid rules impacting providers, including Medicare/Medicaid conditions of participation and Joint commission standards
  • Work with minimal supervision, work well on a team, demonstrate excellent communication, and develop new areas of sub-specialty as needs may arise
  • Utilize excellent judgment, client counseling, multi-tasking, and decision-making skills
  • Duties may also include participation on health care committees as the legal advisor
  • Serve as a subject matter expert, educational resource, and strategic adviser to HHC business leaders and colleagues on all aspects of healthcare regulatory and compliance laws
  • Juris Doctorate from an ABA accredited law school with a license to practice law in Connecticut or ability to become an active member in one year, and outstanding academic credentials
  • Eight plus years of relevant experience with emphasis on health law regulatory matters
  • Knowledge of federal and state health care regulations, including Fraud & Abuse, Stark, Anti-Kickback, HIPAA, Certificate of Need and state licensure, EMTALA
  • Experience advising complex organizations with interaction between multiple legal entities
  • Proficiency in legal research, including Lexis, Westlaw & other research tools, as well as technology used in operations, such as contract and document management
  • Strong analytical, inter-personal, drafting, negotiation, written and verbal communication skills
  • Excellent organizational skills and high level of attention to detail and accuracy
  • Previous experience with academic medical centers, physician group practices, and/or health care delivery systems either in-house or at a large law firm preferred
  • Collegial, possesses mature interpersonal skills and is able to quickly adapt to changing demands
  • Writing samples and references will be requested
