Title: China Legal Analyst
Client: Federal Agency
Location: Hybrid/Washington, D.C. (personnel are authorized to work remotely part of the time, and therefore, performance may also take place at the contractor’s facilities part of the time based on the authority of the Contracting Office Representative (COR) located in Washington, D.C.)

Job Description:
The China Legal Analyst will support the monitoring and enforcement function of the Interagency Center on Trade Implementation, Monitoring and Enforcement (ICTIME) within the Office of the U.S. Trade Representative by providing research and analysis using Chinese language material, specifically looking at Chinese trade, economic, industrial, investment, and other policies. The China Legal Analyst will support trade enforcement and enforcement-related negotiations across sectors and product categories, regions and countries, and companies and corporate groupings. The following tasks shall be performed, with subject matter and assignments subject to change multiple times per day:
- Research assigned subject matter using electronic and print resources, including Chinese language sources;
- Summarize Chinese sources in English orally and in writing.
- Translate Chinese excerpts and documents into English.
- Draft English memoranda and reports summarizing and/or analyzing research results;
- Assist in gathering evidence for litigation and investigations;
- Fact and citation check.
The China Legal Analyst must possess the following qualifications with demonstrated experience:
- Extensive and advanced knowledge of written Chinese.
- Extensive knowledge of research sources and methods using Chinese.
- Ability to research and identify relevant information using Chinese language sources, including Chinese laws, regulations, policies, and other written sources related to Chinese trade, economic, industrial, and investment policies.
- Ability to organize and analyze applicable information from Chinese sources.
- Ability to write clearly in English on complex subjects, requiring minimal editing.
- Experience developing deliverables using the Microsoft Office suite including Word, Excel, and PowerPoint.
- The position requires high attention to detail and the ability to prioritize tasks and work quickly and under deadlines.
