- Position Summary
- This position is responsible for monitoring and enforcing child support orders and payments, determining appropriate action to be taken in each specific case, and establishing child support orders if none exists. This position determines child support payments and drafts stipulations, monitors cases for missed payments, enforces health insurance coverage, and establishes paternity when father admits paternity. In this position, you will negotiate out-of-court settlements, prepare cases for court, coordinate court schedules, review payment histories with obligors when problems arise and ensures that unemployed obligors cooperate with the Work Search Program, and draft and type correspondence and interview obligors and obliges.

Monitor and enforce child support orders and payments as set forth under IV-D of the Social Security Act.
Determine and implement appropriate action to be taken in each specific case and establish child support order if none exists and obtain health insurance coverage for minor children.
Determine child support payments and draft stipulation if agreement is reached, including determining and establishing support payments for foster care cases.
Work with parents to establish paternity; negotiate terms of agreement; draft resulting judgment and set birth-related medical expenses, past support, genetic testing expenses and other fees or costs.
Negotiate out-of-court settlements for attorney review and signature; prepare cases for court by researching payor’s employment history and available assets and drafting orders. Coordinate court schedule with Family Court Commissioner, judges, and attorneys.
Prepare affidavits to support contempt actions. Prepare requests for warrants as appropriate.
Periodically modify child support orders within prescribed timelines.
Refer cases for criminal prosecution in consultation with supervisor or lead worker. Obtain and coordinate documentation to justify complaint.
Testify in court as needed.
Proceed with administrative enforcement remedies as appropriate and authorized.
Respond to all written correspondence and phone calls from consumers and their attorneys in a timely manner.
Locate payers/payees when needed using various public and private means including software, websites and working interstate locate reports.
Work performance reports and follow up with necessary actions.
Develop relationships and coordinate with partner agencies both internal and external to ensure the residents of Walworth County are receiving the services to which they are entitled.
Demonstrate a commitment to county safety and risk management efforts.

High School diploma or equivalent plus two additional years of formal preparation and two to three years of relevant experience; or equivalent combination of education and experience necessary to perform the essential duties and responsibilities of this position. Prior experience working with child support or as a paralegal preferred. Computer knowledge is essential with the ability to use several databases. This position requires the ability to respond appropriately to participants’ questions and concerns. Proven experience in ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals as well as ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Proven experience with legal and medical terminology desired.
Special Requirement
