Summary

Responsible for the practice of law in the areas of municipal law, procurement, public contracting and grants, real property transactions, governmental policy, and environmental regulations. Direct, plan, coordinate, and supervise the activities for legal strategy and advice on matters impacting the Great Lakes Water Authority (GLWA). Manage outside counsel in the prosecution and defense of legal actions. Prepare, review, and interpret legal documents. Develop and implement policies and procedures. Organize tasks and set priorities that involve a high level of independent judgment, initiative, and discretion.

Job Responsibilities

  • Act as a legal policymaker for the organization
  • Provide legal support to GLWA and its Board
  • Prepare, coordinate, represent, and support GLWA’s representation in legislative and public processes and proceedings
  • Prepare, prosecute, coordinate, represent, litigate or assist in the litigation of GLWA interests in administrative proceedings and cases, ranging in difficulty and impacting Michigan or federal jurisprudence
  • Conduct or assist in conducting investigations
  • Research, draft, prepare, and review and advise on legal documents including but not limited to forms, policies, contracts, memoranda, opinions, client advisories, and correspondence
  • Develop, coordinate, implement, and conduct legal strategy and negotiations in support of GLWA business objectives
  • Provide advice, counsel, and support for business initiatives
  • Exercise management authority as delegated by the General Counsel, during the absence of the General Counsel, or as necessary to further the legal interests of the organization
  • Follow safety policies and procedures in carrying out duties

Required Education and Experience

At the time of application:

  • Bachelor’s degree in any field of study
  • Juris Doctor’s degree from a law school approved by the American Bar Association
  • A minimum of two (2) years of professional experience in the practice of law

PREFERRed EDUCATION and Experience

  • Five (5) years of professional experience in the practice of law
  • Supervisory or law office management experience
  • Experience in at least two of the following practice areas: Municipal Law, Contracts, Procurement, Litigation, Municipal Bond work, and/or Employment Law
  • Legal managerial experience, supervising both in-house counsel and outside counsel 
  • Legal experience working with a utility
  • Membership in the State Bar of Michigan

Other Requirements

  • Must have a valid Driver’s License and the ability to drive a motor vehicle on all terrain
  • Ability to work irregular hours, commute to GLWA facilities and worksites, and respond to after-hour emergencies and on-call responses and on an on-call basis
