Job Description

Nature of Work

***This job opportunity is not in the classified service and is not covered by the WV Division of Personnel merit system.*** 


The Legal Division of the WV Offices of the Insurance Commissioner provides legal counsel to the agency and staff, drafts and promulgates statutes, investigates code/rule violations, responds to litigation, hearings, and coordinates receivership activities.

The ideal candidate will be responsible for performing the following duties:

  • Assist attorneys in the regulation of agents, bail bondsmen, PBMs, insurance companies, PEOs, and other entities regulated by the WV Offices of the Insurance Commissioner, including the regulation of employers who fail to maintain workers’ compensation insurance.
  • Gather and interpret pertinent statutory and regulatory provisions and present findings in a logical and persuasive written form.
  • Lead personnel engaged in clerical duties.
  • Effectively use case management software, imaging software, and other business related programs. 
  • Other duties as assigned.

The following knowledge, skills, and abilities will be beneficial to the selected candidate:

  • Knowledge of the broad principles and application of law, evidence, pleadings, and judicial procedure in West Virginia.
  • Knowledge of legal citations and legal research tools.
  • Ability to work effectively with attorneys and other personnel in a legal setting.
  • Ability to understand governmental organization and operation.
  • Ability to communicate effectively, both orally and in writing.

Minimum Qualifications

Training:  Successful completion of a Paralegal (Legal Assistant) training program.
Substitution: Bachelor's degree from a regionally accredited college or university OR four (4) years of full-time or equivalent part-time paid experience in a legal setting which required performing legal research, reading and interpreting laws and other legal authorities, and preparing legal documents, under the supervision of an attorney, may substitute for the required training OR a combination of training and experience as described above may substitute through an established formula for the required training.
