The Judicial Council of California is accepting applications for the position of Manager for the Procurement unit in Branch Accounting and Procurement office.
The Procurement Manager provides day-to-day management of assigned staff and activities, including reviewing contracts and procurements in excess of the procurement supervisors’ designated signature authority and the more complex, unusual, or specialized work requirements, providing oversight of a business license tracking database, and overseeing the support provided by Procurement’s administrative staff, as well as other duties as assigned.
In addition, the position oversees contract activities, business license tracking, and administrative support. Key responsibilities include verifying professional licenses, managing contracts and grants, developing and implementing policies, and ensuring compliance with laws and standards. The role involves staff management, training, performance evaluations, and leading complex projects and initiatives. The Procurement Manager also prepares senior-level presentations, delivers training, resolves contract actions, researches industry practices, and serves as a subject matter expert in procurement, grants, and FI$Cal systems.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person on Wednesdays at the Judicial Council’s San Francisco or Sacramento office and reside in the areas surrounding these locations. Beginning January 2025, employees will work in the office at least two days per week.
Duties- Reviews draft master agreements, standard agreements, ordering documents, grant agreements, intra-branch agreements, inter-agency agreements, amendments, and other contractual documents (collectively "contracts").
- Reviews the specifications or statement of work for the project and language to ensure it best meets the needs of the project and mitigates risk to the Judicial Council.
- Meets with staff, project managers, and other stakeholders to capture or clarify objectives, if necessary.
- Serves as a subject matter expert concerning procurement policies, procedures, and practices; NCB requests; functionality in the financial system (FI$Cal); grant applications and awards; and training.
- Advises management on proposed changes to policies, procedures, and practices, including Contract Administration Procedures, Local Contracting Manual, General Procurement Document Control Guidelines, Business License Procedure, Fiscal Year-End Deadlines and Guidelines, License/Registration Verification Guideline and Process, Vehicle Management Guidelines, Contract Facilities Policies and Procedures, and contract and solicitation process handbooks or guides.
- Oversees the drafting and administration of solicitations, including Requests For Proposals, Invitations for Bids, or other solicitations (collectively, "RFx") in excess of the Procurement supervisors’ signature authority or for the more complex, unusual or specialized work requirements, primarily for the for the Non-Facilities Contracts unit.
- Reviews solicitation documents including the RFx, procurement schedule, statement of work, contract terms and conditions, and other documents before they are issued to ensure they provide potential proposers a clear understanding of the requested goods or services, and the documents meet the needs of the requestor and conform to Judicial Council policies, standards, and guidelines.
- Functions as a point of contact to respond to Public Access to Judicial Administrative Records for procurements and contracts per Rule of Court 10.500.
- Approves user or modification requests in the role of a Department Authority and Designee (DAD) in FI$Cal, Entity Administrator in JustGrants.gov, and e-Business point of contact in Grants.gov, and acts as a procurement resource in procurement audits, contract negotiations, or for contract interpretation.
- Oversees the business license verification process including the usage of the tracking database for JCC contractors, vendors, and proposers. Oversees Procurement support for the professional licensure procedure in concert with the Facility Services.
- Responds to requests for status, explanation of processes, etc. from project managers and management; reassigns work or priorities to accomplish Judicial Council's goals and executive management's priorities; and directs two Administrative Specialists in processing unfamiliar documentation or requests.
Supervisory Duties
- Recommends selection of staff;
- Trains staff and proposes internal and external training courses and workshops;
- Provides for career development and planning for staff;
- Approves time off requests;
- Reviews and approves time sheets;
- Evaluates employee performance and conducts performance reviews; and
- Administers discipline as required.

Bachelor’s degree, and five (5) years of professional-level analytical or managerial experience in assigned function including, but not limited to, program analysis, development, implementation, research, and advising, including at least two (2) years of supervisory experience. An additional four years of professional experience in the assigned function may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field for the assigned discipline, and two (2) years of professional-level analytical or managerial experience in assigned function including, but not limited to, program analysis, development, implementation, research, and advising, including at least two (2) years of supervisory experience.
OR
Two years in a supervisor classification with the Judicial Council of California, or two years of experience performing the duties of a class comparable in the level of responsibility to that of a supervisor classification in a California Superior Court or California state-level government entity, or two years as a Legislative Advocate, Labor & Employee Relations Officer, or Senior Project Manager with the Judicial Council of California and a) completion of training courses on topics related to effective supervision within 6 months of promotion; or b) one year of previous supervisory experience.
Desirable Qualifications:
- Comprehensive knowledge of and skills in public agency procurement and contracting.
- Experience negotiating public agency contracts.
- Experience utilizing Enterprise Resource Planning solutions (SAP, FI$Cal, etc.).
