DEFINITION
Under the general supervision of the Chief or Associate Counsel the incumbent serves as a legal assistant responsible for providing a full range of secretarial and technical support work. Support work includes: preparing a variety of legal documents, including subpoenas and briefs, constructing the various aspects of recurring legal documents in conformance with the rules governing their style and format, verifying citations and statutory references obtained in legal documents against original sources, composing original letters not requiring legal interpretations, but which do require a good knowledge of legal procedures and terminology; receiving visitors and callers and arranging appointments. In addition, he/she is responsible for routinely maintaining for the Bureau's library and tax reference guides.
- Duties and Responsibilities
DUTIES (NOT ALL INCLUSIVE)
Maintains reference books; catalogues books and places new inserts and additions into the reference books. Archiving of materials and books no longer relevant.
Prepares for the purchasing of legal reference books and periodicals. Types correspondence, memos, and reports. Composes and replies to routine requests (e.g. request for materials, RSVP etc).
Performs confidential secretarial functions for the Chief Counsel and Associate Counsels such as reviewing for accuracy legal documents, contracts, and management reports.
Maintains computer and hardcopy files.
Receives visitors, answers phone, relays messages, schedules meetings and appointments for the Chief Counsel or Associate Counsel.
Performs other duties as required or assigned by the Chief Counsel or Associate which are reasonably within the scope of the duties enumerated above.
- Minimum Qualifications
MINIMUM OUALIFICATIONS
A High School Diploma, GED or its equivalent, twelve or more credits in paralegal studies and five (5) years' experience as a legal Assistant.
- Position Factors
FACTOR 1 KNOWLEDGE REOUIRED BY THE POSITION
Knowledge of BIR policies and procedures. Position requires knowledge of office management and Microsoft applications such as Word, Excel and PowerPoint.
Ability to type accurately and expertly. Operate basic office machinery (personal computer, fax and copier machines etc.).
Ability to supervise a small group of junior level staff.
Position requires the individual possess strong interpersonal skills with emphasis on communication skills both oral and written.
FACTOR 2 - SUPERVISORY CONTROLS
The Paralegal Assistant receives general supervision from the Chief Counsel who defines the objectives, priorities and deadlines. The Paralegal Assistant is expected to work with minimal supervision.
FACTOR 3 - GUIDELINES
The guidelines consist of on-the-job procedures and manuals. These guidelines have been predetermined through on-the-job routines. Judgement must be used in interpreting and applying guidelines. Ingenuity, resourcefulness, good judgement is required to resolve some of the issues that will arise.
FACTOR 4 - COMPLEXITY
The job requires the ability to manage multiple priorities. The Legal Assistant must meet established goals and targets. This position requires the ability to work with attorneys, the general public and senior level government officials.
FACTOR 5 - SCOPE AND EFFECT
The scope of the work affects the Chief Counsel's Office.
FACTOR 6 - PERSONAL CONTACTS
The Legal Assistant interacts with personnel of BIR, senior level government officials, the Department of Justice and the general public.
FACTOR 7 - PURPOSE OF CONTACTS
Contacts are made in person, through phone calls to receive and disseminate information for the Chief Counsel 's Office.
FACTOR 8 - PHYSICAL DEMANDS
There are no physical demands. The job is primarily sedentary in nature.
FACTOR 9 - WORK ENVIRONMENT
The work environment is within an office setting. There are no risks or discomforts associated with this position.
