Salary: Range 63 - $52.92 (step one) - $67.08 (step ten) [2026 rates]
Work Schedule: Monday - Friday, core business hours are 8:00 am - 5:00 pm. This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible.
Work Location: In-person/telecommute (hybrid) - This position will work out of the King County Courthouse and the Maleng Regional Justice Center (MRJC) as needed.
This special duty assignment is anticipated to last 12 months, and the person selected for this role will be able to return to their original position at the end of the assignment.
The Victim Services Project/Program Manager III (PPM III) will be responsible for the development, implementation, and management of the body of work aimed at promoting victim healing through standardization of victim services delivery.
In this role, the PPM III will work independently to lead complex projects and programs within the PAO Victim Services Unit of the Criminal Division. This position will work closely with the Director and Victim Services, the Victim Services Training & Evaluation manager, criminal practice Division Chiefs, and PSP to implement all deliverables.
The PPM III will be responsible for the development, implementation, and oversight of work aimed at promoting victim healing through the standardization of victim services delivery. This includes leading officewide, inter-jurisdictional, and multidisciplinary efforts; facilitating engagement with public and community partners; and managing initiatives involving policy development, program design, systems or technology implementation, and comprehensive planning and analysis. Responsibilities span research, evaluation, coordination, and the development of plans, policies, budgets, and operational systems that support high-quality, consistent victim services.
The ideal candidate will encompass advanced analysis, planning, coordination, and management knowledge, skills, and abilities as it relates to victim services programs and advanced change management skills and experience.
- Job Duties
Identify and Development:
- Design, implement, and maintain a clear service delivery framework for victim advocacy among various roles and across multiple locations that align with statutory victim rights and departmental values.
- Develop standardized protocols, workflows, and tools for personnel with the Criminal and Juvenile divisions to ensure consistent, trauma-informed service delivery.
- Identify gaps in services and lead initiatives to strengthen or expand services.
- Define expectations for victim outreach at the following stages: Arraignment, Plea/Resolution, Trial, Sentencing, and Post-Sentencing.
- Define and operationalize what constitutes “completed outreach” by clearly specifying the data to be collected after every successful contact (e.g., date, method, outcome, next steps).
- Define and document a roles & responsibilities matrix /document that includes role definitions/boundaries, deliverables, performance criteria, and success metrics.
- Build a structured recurring feedback system so that insights from victim/survivors, team members, community partners, and law enforcement are regularly collected, analyzed, acted upon and closed – helping the project adapt and improve continuously.
Implementation and Management:
- Implement new processes, technologies, and reporting systems to support our Criminal and Juvenile divisions and improve victim experiences.
- Utilize the information collected during the development phase to develop written processes and procedures
- Develop, implement, and enforce a structured format for service notes (aligned with best practices for case management documentation) that captures key information such as purpose of contact, actions taken, client response, and follow-up plan.
- Maintain consistent, trauma-informed contact with survivors who have expressed interest or given feedback, keeping them informed about opportunities for further engagement with our office. Use respectful, transparent communication to reinforce their voice and agency, while ensuring they feel safe, supported, and empowered throughout the process.
Coordination and Collaboration:
- Collaborate with the “Training & Evaluation Project Manager” to incorporate the processes and procedures into trainings for internal PAO employees.
- Coordinate with the PAO Data Analytics team to build effective and efficient processes and procedures to ensure timely, accurate and consistent data entry.
- Facilitate collaboration with internal and external community partners — including other divisions, community partners, and public agencies — to align on victim-services goals and deliverables.
- Build and maintain relationships with community-based victim advocacy organizations, justice system partners, and other relevant entities to support cross-jurisdictional, multidisciplinary initiatives.
- Lead working groups, steering committees, or task forces to drive system-wide improvements, policy alignment, and coordinated service delivery.

- Demonstrated commitment to Race, Equity and Social Justice by actively participating in PAO equity work including reducing barriers for marginalized communities.
- Excellent written, oral, and interpersonal communication skills, with the ability to synthesize and clearly convey complex or technical information to non-technical audiences. A high level of attention to detail is essential.
- Highly organized with strong project and time management abilities, including developing short- and long-range project plans and managing multiple priorities.
- Strong relationship-building skills and the ability to build trusting relationships and work diplomatically and collaboratively with community partners, law enforcement, internal teams, and diverse groups of people with diverging opinions.
- Ability to establish and maintain positive and effective working relationships with co-workers, management, attorneys, court personnel, law enforcement, community partners and the general public.
- Well-developed problem-solving, analytical thinking, and independent judgment, with the ability to identify procedural or programmatic improvements.
- Competency in trauma-informed, victim-centered, and ethical advocacy principles.
- Considerable knowledge of the civil and/or criminal justice system and the impacts on victims Bill of Rights.
- Familiarity with local victim services related and community-based resources.
- Ability to adapt and be flexible to changing court processes, team needs, and organizational priorities with the use of technology (e.g., Victims Portal, Case Management System).
- Ability to navigate conflict constructively and use effective conflict-resolution skills.
- Strong collaboration and consultation skills, including the ability to give and receive constructive feedback.
- Ability to travel throughout King County as needed.
- Consistent and reliable attendance.
