The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as a Legal Compliance and Policy Manager with the Legal & Legislative Services Team.

This Legal Compliance and Policy Manager position is a key part of the agency's Legal & Legislative Services (LLS) Team.

This position must be filled by a lawyer. This position provides senior-level legal and compliance guidance, analysis, coordination, and support within the agency in a variety of subject areas relevant to VITA business units, including regarding HR and employment, contracts and procurement, FOIA and records, privacy and security, and other legal and policy issues.

This position supervises one legal compliance and policy specialist position.

Responsibilities will include: legal research, analysis, and guidance; legislative reporting; review, modification and negotiation of contracts in compliance with state and federal laws and agency policies; coordination with agency business units and external entities to respond to audit reports and information requests; collaborative, confidential professional engagement and communication with internal and external stakeholders; HR support and collaboration; and collegial participation/facilitation of meetings in support of business needs and position responsibilities.

Minimum Qualifications

• Membership in good standing in the Virginia State Bar or admission pending.

• Experience in legal compliance or policy analysis, at federal, state, or local government level.

• Experience includes (i) a background in legal and compliance analysis and work in Virginia, (ii) expertise in legal areas relevant to VITA (as identified herein), and/or (iii) a background in technology-related work or policy.

• Demonstrated ability to communicate effectively and concisely in writing and spoken word to varying audiences, including executives, policymakers, and other persons of widely varying technical knowledge.

• Ability to provide clear review and analysis of complex contractual, policy, legislative / regulatory, strategic, and operational issues on deadline; identify problems and develop multiple solutions and options in a collaborative, fast-paced environment; and draft reports, policies, responses to audit recommendations, and other documents.

• Ability to monitor, coordinate information, and communicate regarding multiple requirements and objectives.

• Working knowledge of government structure, operations, processes, and policies at the state level, including the Virginia General Assembly, auditing and oversight within state government, and Virginia's executive branch.

• Working knowledge of general laws governing state agencies, such as the Virginia Freedom of Information Act (FOIA), the Public Records Act, the State and Local Government Conflicts of Interest Act (COIA), the Government Data Collection and Dissemination Practices Act, and the Virginia Public Procurement Act.

• Demonstrated ability to interpret and evaluate contracts, statutes, regulations, policies, audit reports, and other legal documents, and analyze compliance requirements in a wide range of operational and organizational environments.

• Demonstrated ability to identify and comply with applicable laws and policies, including regarding confidentiality and information security.

• Outstanding computer skills (Microsoft Office and/or Google products) and Internet-based research capabilities

Additional Considerations

• Advanced experience in Virginia state government.

• Advanced knowledge or experience in information technology, cybersecurity, and/or privacy laws and policies.

• Advanced knowledge or experience in employment law / human resources.

• Advanced knowledge or experience in ARMICS and oversight and auditing in Virginia state government.

• Experience working with technology and data analysis in a legal or compliance setting.
