System Requirements

Position Requirements: 

·         A member of the Massachusetts Bar.

·         At least five (5) years of experience as a practicing attorney, including at least three years of experience in public utility regulation or other energy-related practice. 

·         Excellent writing, editing, analytical and verbal communication skills.

·         Ability to work well within a team in a fast-paced environment. 

·         Demonstrated ability to quickly and successfully learn previously unfamiliar concepts and material is preferred. 

·         Experience mentoring and/or supervising legal and non-legal staff of varying experience levels is also preferred.

Attorney General Andrea Joy Campbell is looking for a highly motivated and skilled attorney and manager to join her team as Deputy Division Chief in the Energy and Ratepayer Advocacy Division (ERA) of the Energy and Environment Bureau. 

Pursuant to G.L. c. 12, § 11E, ERA advocates on behalf of the customers of Massachusetts’ electric, gas, telephone, and water companies.  ERA’s mission includes advocating for affordable rates and holding utility companies accountable; advocating for a smart, cost-effective, and equitable clean energy transition; advocating for environmental justice; and protecting consumers from predatory energy companies.   

ERA represents consumers in state and federal courts, as well as administrative regulatory bodies, such as the Massachusetts Department of Public Utilities (DPU), Massachusetts Department of Telecommunications and Cable, the Federal Energy Regulatory Commission (FERC), and the Federal Communications Commission. ERA also represents ratepayer interests in the New England Power Pool (NEPOOL) stakeholder process and chairs the Consumer Liaison Group (CLG) Coordinating Committee at ISO-New England.

Primary Duties: The Deputy Division Chief is responsible for assisting the Division Chief in supervising and directing the activities of a Division of approximately 23 employees, consisting of Managing Attorneys, Assistant Attorneys General, Energy Analysts, Paralegals, a Senior Policy Advisor, an Energy Consumer Liaison, and an Administrative Assistant.  Supervisory responsibility will include overseeing the litigation of matters at the DPU, FERC, Superior Court, the Supreme Judicial Court, and other ERA matters.  Responsibilities will also include, but not be limited to\: reviewing and editing Division work product; supervising paralegals and support personnel; overseeing the mentoring and training of new staff members; assisting the Division Chief on press and legislative issues; assisting the Division Chief in the assignment and tracking of the Division’s cases and in the day-to-day management of the Division; preparing activity reports; overseeing the Division’s consumer complaint and outreach efforts; and overseeing the Division’s technology and case tracking systems. In addition to management responsibilities, the Deputy Chief’s responsibilities include serving as lead attorney on selected cases or policy initiatives.  

Position Type:  Full-Time/Exempt. Our current hybrid model includes some remote workdays for most positions. On in-office days, employees are required to report to our designated office location in Boston.

Salary: $135,502
