
SCOPE OF WORK
The Department of Energy (DOE) Hanford Field Office (HFO) requires general support services for the Office of Chief Counsel (OCC). OCC requires one (1) full-time equivalent (FTE) general support contractor (1920 labor hours) to provide support in the following areas:
Perform the duties of a paralegal, including:
· Conduct legal research using Lexis, as well as in public legal document systems and Hanford data bases, such as the Integrated Database Management System (IDMS).
· Draft legal documents, such as correspondence, litigation holds, litigation reports, and pleadings, using correct grammar, punctuation, and legal terminology.
· Assist with requests for production of legal documents
· Utilize excellent writing and communication skills in all interactions.
· Review litigation correspondence and orders to help ensure all actions are timely completed, including deadlines imposed by courts, rules, laws, and regulations and assisting in managing case schedules and witness lists.
· Assist with litigation holds and managing discovery matters, including locating, tracking and controlling documents.
· IDMS administration activities:
o Update and maintain DOE’s contractor litigation oversight files, correspondence, and pleadings.
o Assist attorneys in moving information from their working computers into IDMS.
o Transition OCC hardcopy files into IDMS.
o Update and maintain existing paper copy OCC files until a complete transition to electronic files is completed.
· Assist attorneys with retiring record copy files.
· Prepare various forms, documents, reports and letters.
· Provide information and analysis of information in a variety of spreadsheets, timelines, or other formats.
· Assist with document review and analysis required by the Freedom of Information Act and Privacy Act.
· Maintain current inventory of all items in legal library, verifying subscriptions for renewal each year.
· Assist with drafting, maintaining, and updating desk procedures.
· Provide response and/or correspondence on behalf of OCC, including but not limited to email, telephonic, via other media.
Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Contractor shall ensure that duties are performed in a competent and professional manner.
MINIMUM QUALIFICATIONS REQUIRED
Contractor personnel shall possess the following minimum qualifications:
· Education – AA degree in a relevant field of study, such as study in law (BS/BA preferred.) Three (3) years of experience may be substituted for AA degree.
· Minimum of three years of experience in paralegal work or other legal support work.
PREFERRED EXPERIENCE & CAPABILITIES
· Paralegal certification.
· Full range of administrative support capabilities, including excellent writing skills; ability to format legal and other documents in Word; ability to prepare and draft reports and compilations in Excel.
· Experience with Washington administrative law, including the Board of Industrial Insurance Appeals and Pollution Control Hearings Board, (preferred).
· Proficiency with Teams
· Working level knowledge of CFR 719
OTHER REQUIREMENTS
· The Contractor employee shall submit a weekly report to the technical monitor and copy their employer addressing work accomplished, and deliverable progress. The weekly report shall be as detailed as requested by the technical monitor.
· Non-Disclosure/Conflict of Interest form signed by both the general support contractor and authorized contractor representative must be submitted to procurement before any work/support can start.
· Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.
· Compliance with site specific safety and security requirements, including badging and office protocols.
