Job Description

The Judicial Council of California is accepting applications for the position of Analyst with the Center for Families, Children and the Courts.

The Analyst performs professional-level analysis and project management activities for director and management team in support of office responsibilities involving managing multiple, complex governmental funding sources on behalf of the Judicial Council and administering funding, education, technical assistance, data analytics, financial management and other resources to the courts. Special emphasis will be on analytical and project management support for office-wide grants management to ensure consistent and effective practices. Perform research, statistical and policy analysis for director and management team related to information requests from Executive Office and implementation of Judicial Council staff policies and procedures. Implement new business systems and processes, conduct business process analysis and improvement, and quality assurance analysis in the areas of office portfolio management and on office projects as assigned. Oversee workflow of fiscal procurements for the office and act as liaison to Branch Accounting and Procurement. Organize, plan and carry out complex project management to optimize office workflow including personnel, information technology, and necessary project resources. Serve as liaison to other offices at an office-wide level.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.

Duties

  • Work with office leadership to develop guidelines and tools to promote compliance with Judicial Council policies and procedures, standards of excellence for reports and communications, timelines and procedures for Executive Office review and for disbursement of funding to courts and vendors. Present guidelines to staff and provide technical assistance and training. Develop a system for ensuring that guidance is current.
  • Compile, synthesize and analyze data, evaluate alternatives, and draft reports including recommendations on key issues spanning all office projects including (for example) consistent and effective practices in grants management across CFCC’s portfolio of multiple grants.
  • Ensure compliance and strategic alignment with funding sources by analyzing grant requirements and supporting budget and reporting processes. Analyze requirements and restrictions for grants received by or distributed by CFCC, including deliverables, timelines, metrics, and compliance obligations.
  • Develop standards for grants management to increase consistency and quality across programs.
  • Manage workflow for deliverables requiring office leadership review and approval (signature) as well as requests for information regarding CFCC programs, funding and operations.
  • Analyze Executive Office, public information, and other requests for information and analysis on CFCC projects and operations; triage and advise office leadership on resources required to fulfill request. Propose responses that comply with policies for other JCC offices, stakeholders, and the public.
  • Serve as an analyst on personnel matters and liaison to Human Resources. Assist CFCC management with planning and implementing human resources policies, programs and practices set forth by the Human Resources Services Office.
  • Analyze new or revised personnel policies and develop presentations for management and staff; including policies related to remote work, flexible time, training requests and others.

Salary
  • $7,294 - $10,942/month
Qualifications

EDUCATION AND EXPERIENCE
Bachelor’s degree and three (3) years of analytical experience in program analysis, development, implementation, research, and/or evaluation. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research.

OR

Two (2) years as an Associate Analyst with the Judicial Council of California or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Analyst in a California superior court or California state-level government entity.

Desirable Qualifications:

  • Skilled in office applications, such as SharePoint, Microsoft Power BI, PowerPoint, Excel, Visio, Adobe Acrobat; and project management software.
  • Experience in Agile project management.
  • Strong presentation skills including advanced PowerPoint and Visio or other flow charting applications.
  • Familiarity with online survey platforms.
  • Ability to run webinar and virtual meeting software.
  • Excellent skills in data management and data analysis using advanced features in Excel, including constructing and documenting complex datasets.
