This position is in the Special Counsel and Labor Relations Office. The Special Counsel and Labor Relations Office provides legal advice and services on a centralized basis to the Chairman, the Board and General Counsel of the Agency and to all other officials and branches of the Agency. The primary purpose of the position is to provide professional and expert legal services to the Agency.
DutiesAs a General Attorney (Labor & Employment) GS-0905-15, your typical work assignments may include:
- Conducting legal research on variety of complex and sensitive labor, employment, and employee relations matters and must have familiarity with, and be able to research and apply to Federal sector cases, various other relevant employment statutes.
- Appearing on behalf of Agency management in settlement negotiations and in grievance arbitration hearings and Merit Systems Protection Board proceedings.
- Serving as an expert on interpretation and application of case law, rules, and regulations of the Federal Labor Relations Authority (FLRA), the Merit Systems Protection Board (MSPB), and the Equal Employment Opportunity Commission (EEOC).
- Drafting responses to grievances, particularly at the Step Three level and providing advice to managers on handling grievances at earlier Steps of the relevant grievance procedure.
- Providing day-to-day advice to management regarding labor and employee relations issues.

Ideal Candidate Statement
The ideal candidate for the General Attorney (Labor & Employment) demonstrates knowledge of the National Labor Relations Act (NLRA), as well as how the Agency investigates and ascertains merit in unfair labor practice (ULP) charges, representing the Agency in unfair labor practice hearings and in federal court, and the handling of representation cases. The candidate also demonstrates competence in managing projects and cases, as well as providing input on personnel matters and discussions. The Ideal Candidate is detailed, and task orientated and a problem-solver who takes pride in personal performance while delivering results along the way and inspiring staff to do the same.
Basic Requirements
Education
An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL. B or JD).
Bar Membership/Certification
Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the U.S. Constitution. Your active Bar license must reference Bar number and indicate the status of good standing. The Agency's Internal or Self-Certification Form is not acceptable for verification.

Minimum Qualification
To be qualify for this position, applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a General Attorney (Labor & Employment) at the GS-15 grade level.
Specialized experience includes:
- Experience performing federal sector labor and employment litigation to include participation in EEOC, MSPB, and FLRA proceedings and handling discovery associated with these administrative proceedings; and
- Experience conducting federal sector collective bargaining to include term and mid-term negotiations with federal agency unions; and
- Experience providing authoritative guidance, interpretation and recommendations based on federal labor and employment statutes, rules, and regulations including Title V and OPM regulations; and
- Experience providing federal employment law advice and training in areas of employee performance and conduct.
