About Indiana Legal Help
IndianaLegalHelp.org (ILH Program) was created in 2018 by Indiana’s Coalition for Court Access to connect Hoosiers to free legal resources. The website covers twenty civil legal topics, features over 200 approved self-help court forms, and includes a search feature directing users to legal aid organizations and legal clinics based on county or zip code. While the website is open to the public, the resources it provides are designed to meet the needs of low-income, self-represented litigants in Indiana. The ILH Program is supported by a team of three full-time staff members in addition to an Executive Director.
The self-help court forms of the ILH Program are created and maintained in partnership with the Self-Help and Court Access (SHACA) work group of the Coalition for Court Access. The work group oversees the accuracy and usability of these forms. The form development and maintenance process, and form hosting and tracking, are the responsibility of the ILH Program team. Forms on the ILH Program website are available as fillable PDFs and several forms include the option of using an “Easy Form” (or guided interview) to generate a completed form ready for filing. The ILH Program team is currently piloting a new approach to form maintenance and working in partnership with the Indiana Supreme Court to explore e-filing of forms directly from IndianaLegalHelp.org into the court’s case management system.
In addition to legal forms and resources, the ILH Program includes a legal information help desk available for Hoosiers who are dealing with housing legal issues such as eviction. The Indiana Legal Help Desk is open weekdays from 10am-2pm ET with options for Hoosiers to call, text, chat, or email with housing legal navigators. Legal navigators are currently employees of partner civil legal assistance organizations contracted to spend a portion of their time each week on the help desk. The ILH Program team oversees the daily operation of the help desk, providing real-time support and navigation and maintaining the help desk software platform. One goal of the program is to expand the help desk beyond housing legal issues.
IndianaLegalHelp.org is available on any internet-connected device including 150 legal help kiosks located in courthouses and libraries around the state. Kiosks were placed to help bridge the digital divide, and there is at least one kiosk in every county. The ILH Program team monitors each kiosk daily, gathers and reports data on kiosk usage, provides technical support to kiosk hosts, and maintains kiosk software and hardware. The ILH Program team is pursuing the creation of legal help booths as another means to ensure Hoosiers can access the resources on IndianaLegalHelp.org and participate in private, remote meetings such as court hearings or appointments with attorneys.
Incubated by the Indiana Bar Foundation since inception, the ILH Program will transition to a newly incorporated nonprofit, Indiana Legal Help, Inc. (ILH, Inc.) as of July 1, 2025.
