The Deputy General Counsel provides general legal support to the Department with a focus on agency privacy and security compliance, and Veteran legal needs coordination and outreach.
Responsibilities of the Deputy General Counsel:
- Researches and maintains current knowledge of applicable federal and state privacy and security laws and industry standards, including HIPAA; serves as agency Privacy Officer; works closely with internal and external Information Technology staff to develop privacy and security policies and compliance standards, and training materials on the same; develops protocol for handling data breaches and handle legal aspects of compliance with laws regarding data breaches; assists with the development of agency information security and privacy awareness programs.
- Provides legal support to designated divisions, including the Division of Veteran Homes. Manages or leads privileged internal audits, investigations and process reviews, and new policy and program creation and implementation.
- Forms and maintains relationships with the legal community that serves Veterans, including the Attorney General's Office, law school clinics, non-profits, County Veterans' Affairs offices, and private firms. Coordinates service events with stakeholders, including legal services and will writing clinics.
- Performs other duties as assigned.
- Minimum and Additional Requirements
A juris doctor degree from an accredited law school and experience as a practicing attorney.
Active license to practice law In South Carolina.

- Position may require overnight travel.
- Position may require employee to work evenings and weekends.
- Position requires routine driver duties.
- Position requires non-essential declaration.

- Must maintain a valid driver's license.
- Preferred Qualifications
Experience with state and federal privacy and security laws, Veterans' legal issues, legal services outreach, and/or government practice preferred but not required.
